Implementing the direction of the Ministry of Agriculture and Environment on proactively responding to severe cold and strong winds at sea, the Department of Agriculture and Environment of Thanh Hoa requested the Chairmen of the People's Committees of communes and wards to deploy measures to prevent hunger and cold for livestock in the Winter-Spring crop of 2025-2026.
Accordingly, localities need to focus on instructing livestock farmers to apply measures to prevent and combat cold for livestock and poultry, absolutely not to be negligent or subjective; proactively establish groups to guide, inspect and urge the work of preventing hunger and cold; in which it is necessary to pay attention to highland areas, border communes, places where livestock are at risk of being affected by hunger and cold.
Assign and delegate specific responsibilities to members of the People's Committee at the commune level and heads of villages and hamlets to coordinate with socio-political organizations to mobilize local human resources, closely follow the area, and promptly guide households to apply measures to prevent hunger and cold for livestock.

Specific measures include strengthening barns, covering, keeping them warm, and cleaning them; storing concentrated feed, green feed, and agricultural by-products; using heating lamps for poultry; confining and limiting grazing of buffalo and cows when the temperature is below 12ºC; and supplementing minerals, vitamins, and concentrated feed for livestock.
The Department of Agriculture and Environment requests the People's Committees of communes and wards to deploy, organize and report the results of hunger and cold prevention work for livestock to the Department before November 30, 2025 for synthesis and reporting to the Provincial People's Committee and the Ministry of Agriculture and Environment.
