Recently, the Center for Public Service Provision, the Ward Police, and local security forces have actively coordinated with neighborhood committees and associations to simultaneously launch campaigns on key roads, market areas, and traffic hotspots in the area. The focus of these campaigns is to definitively address the encroachment of sidewalks and roads for business purposes; illegal parking causing traffic congestion; unauthorized extensions of awnings and placement of advertising signs that detract from urban aesthetics; and indiscriminate dumping of waste causing environmental pollution.
“The authorities are divided into two teams that carry out regular duties from early morning until 10 PM and two mobile teams. The authorities have dismantled many illegally placed advertising signs, confiscated items violating traffic safety regulations, and issued warnings and issued citations for those who deliberately violated the rules,” said Mr. Pham Thanh Nam, Director of the Public Service Center of Thanh Khe Ward.
According to observations, after a short period of implementation, many roads in the ward have begun to be less congested, leaving space for pedestrians.
Ms. Nguyen Thi Ngoc, a local resident, shared: “For a long time, sidewalks have been occupied for business and trading, forcing people to walk in the road, especially during school drop-off and pick-up times, which is very dangerous. If inspections are carried out regularly, it will not only change the urban landscape but also contribute to fostering a sense of civility among each citizen.”

Reorganizing the street economy
According to the People's Committee of Thanh Khe Ward, the focus is not on administrative handling but also on strengthening propaganda efforts reaching every household and business. This includes disseminating the content of the city's Plan No. 109/KH-UBND and encouraging residents to sign commitments not to encroach on sidewalks and roads.
According to the leaders of Thanh Khe Ward People's Committee, the principle is that maintaining urban order must be carried out regularly, continuously, and sustainably. Following the awareness campaign phase is the comprehensive inspection and violation handling phase. Agencies and units will mobilize maximum resources and personnel to thoroughly inspect and address existing violations in the area, completing the task before May 30th. Agencies and units will maintain patrol, inspection, and violation handling activities; and at the same time, focus on implementing measures and solutions to prevent and combat re-violations, ensuring that violations do not recur within their jurisdiction.
Mr. Ho Van Dung, Vice Chairman of the Thanh Khe Ward People's Committee, said that the locality is focusing on returning sidewalks to pedestrians on major roads and roads frequently visited by tourists and locals for sightseeing and shopping. At the same time, they are implementing this on roads where businesses have fixed premises.
For businesses operating on sidewalks without fixed premises, the ward People's Committee is compiling a list to verify whether they are local residents or from elsewhere; classifying their business activities to calculate suitable locations. The locality is also re-surveying markets in the area, and if there are vacant spaces, they will be allocated to sidewalk vendors or used for alternative livelihoods. In addition, developing e-commerce and online business is considered a practical support solution, helping businesses reduce their dependence on fixed premises and stabilize their income.
“Thanh Khe is a densely populated area with many small streets and a large number of households engaged in small-scale trading and business, so it faces certain difficulties. During the campaign to restore urban order according to Directive No. 14-CT/TU of the City Party Committee, we not only resolutely rectified violations, restored urban order, and built a civilized lifestyle, but also prioritized social welfare,” Mr. Dung shared.
