Chairman of the Hai Phong City People's Committee, Le Ngoc Chau, has just signed a decision to reorganize the Hai Phong Investment and Construction Project Management Board for Transportation and Agriculture Projects into the Hai Phong Transportation Project Management Board.
The Hai Phong Transport Construction Investment Project Management Board is a public service unit directly under the People's Committee of Hai Phong city, self-financing its recurrent and investment expenditures in accordance with Government Decree No. 60/2021/ND-CP dated June 21, 2021.
In terms of function, the unit acts as the investor for construction investment projects in the transportation sector and performs other functions as assigned by the City People's Committee and in accordance with the law.
Managing construction investment projects using state budget funds and non-state budget funds decided by the Chairman of the City People's Committee in accordance with the decentralization regulations of the City People's Committee.
Receive and manage the use of capital for investment in construction in accordance with the law. Hand over the project to the agency or unit for management, operation, and utilization, or be directly assigned by the investment decision-maker to manage, operate, and utilize the project if necessary.
The Project Management Board invests in and constructs projects within its functions and areas of expertise using capital mobilized through socialized investment, public-private partnerships, or other methods permitted by law.
The Hai Phong Transport Construction Investment Project Management Board has a General Director, no more than 3 Deputy General Directors, and 9 specialized departments under its direct supervision.
The decision takes effect from January 14, 2026.
