Establish a National Scholarship Fund to attract and retain talented people

A notable content in the Draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71 of the Politburo on breakthroughs in education and training development is the proposal to establish a unique National Scholarship Fund to implement the national strategy on training and utilizing talents with the goal of attracting talented people, retaining talents and preventing brain drain.

The establishment of the National Scholarship Fund is expected to contribute to building a global network of Vietnamese talents.

According to the draft Resolution, the National Scholarship Fund under the Ministry of Education and Training (MOET) was established to create a flexible financial mechanism to finance innovative and breakthrough ideas and projects that the traditional budget mechanism finds difficult to respond to promptly and effectively.

The National Scholarship Fund will serve educational initiatives, prioritizing funding for pilot projects to innovate programs and teaching methods, highly applicable educational scientific research, digital transformation projects, and scholarships for young talents.

With diverse sources of capital from the budget, socialization and aid sources, the National Scholarship Fund will be an important financial lever, promoting creativity and innovation from the grassroots level. Sources for forming the Fund include: State budget; contributions, sponsorships, and aid from domestic and foreign organizations and individuals; other legal sources according to the provisions of law.

In particular, the National Scholarship Fund will operate based on 5 groups of tasks including: Granting scholarships for talented people, supporting the development of high-quality human resources, prioritizing scholarship support for talented graduate students and postgraduate students in basic science and technology fields; encouraging and supporting the study and research of students, postgraduate students and teachers; supporting the development of vocational skills for learners and workers in priority industries and fields, linked to the needs of the labor market and international integration; effectively promoting funds for talent encouragement, study encouragement and other funds for skill development from the budget and socialization according to the provisions of law.

The Government promulgates regulations on the organization, management and use of the National Scholarship Fund, ensuring publicity, transparency, efficiency and independent audit; and at the same time, stipulates the coordination and supervision responsibilities of the Ministry of Education and Training, the Ministry of Finance and relevant agencies.

Sharing with CAND Newspaper reporters, Dr. Hoang Ngoc Vinh, former Director of the Department of Vocational Education, Ministry of Education and Training, said that the establishment of a unified National Scholarship Fund is necessary to end the situation of fragmented resources, lacking a strong enough national scholarship brand to attract and retain talent at home and abroad.

There are still many talented students and young scientists in difficult circumstances, especially in basic sciences, culture, arts, and remote areas, who have not yet reached the appropriate support opportunities. If well designed, the National Scholarship Fund can coordinate resources from areas with surplus to areas with shortage, prioritizing core areas and disadvantaged groups, thereby creating a boost for the movement of studying, researching, developing talents and attracting talented people to key fields.

Dr. Hoang Ngoc Vinh also noted that many countries have had scholarship funds, skill development funds or national talent funds that operate effectively because of their clear scope, professional governance model and competitive, transparent selection mechanism, rather than taking on everything related to education and training.

For Vietnam, the biggest risk is turning the National Scholarship Fund into a “super fund” that provides scholarships, skills, and project funding, leading to overlaps with existing funds and programs and easily creating an additional layer of “asking-giving” intermediaries. Therefore, if the National Scholarship Fund is to truly be effective, it must choose the right personnel and governance model, publicize criteria, have independent supervision from society, and especially clearly define what the fund does and does not do to avoid duplication and waste of resources.

From the perspective of a high school teacher with many years of experience in training excellent students, Mr. Nguyen Duc Son, a teacher at Phan Boi Chau High School for the Gifted (Nghe An) also affirmed the necessity of the National Scholarship Fund as this fund will contribute to attracting and training a team of elite experts, scientists, and managers, trained domestically and internationally, creating a global network of Vietnamese talents.

According to Mr. Son, in addition to the tasks set out in the Draft, the National Scholarship Fund also needs to pay attention to and prioritize designing incentive policies and granting national scholarships to students who have won international awards, and prioritize sending them to study in key fields at the world's leading universities. Along with that, it is necessary to develop policies on employment, research environment and other worthy treatment policies to attract students to return to serve their homeland and country, limiting the brain drain.

Innovation of political theory curriculum to meet educational requirements

On November 25, the Central Propaganda and Mass Mobilization Commission coordinated with the Ho Chi Minh City Party Committee to organize a scientific seminar in the Southern region with the theme "Fundamental and comprehensive innovation of political theory programs and textbooks to meet the requirements of improving the quality and effectiveness of education in the new situation".

The seminar took place over two days (November 25 and 26, 2025) in Ho Chi Minh City, including two sessions. The November 25 session was for universities, and the November 26 session was for colleges.

Speaking at the opening of the seminar, Professor, Dr. Le Van Loi, President of the Vietnam Academy of Social Sciences, said that in the context of multi-dimensional information, cyberspace has become an ideological battlefield, and fundamental innovation in political theory programs and textbooks has become increasingly urgent. Because students passively absorbing theoretical knowledge, lacking critical thinking, will lead to the risk of cognitive obsolescence, being easily distorted and wavering. Therefore, innovation is necessary to strengthen political beliefs, equip worldviews and outlooks on life to help students correctly identify streams of thought, analyze and refute false arguments; thereby firmly protecting the Party's ideological foundation in the new era.

The requirements for innovation in theoretical programs and textbooks also aim to develop learners' capacity and qualities in accordance with the requirements of the digital age, the knowledge economy and international integration. Innovate teaching methods and content to link theory with modern practice, update new issues and apply modern technology.

At the seminar, the presentations and opinions exchanged focused on analyzing and clarifying urgent issues from the current practice of political theory education. The discussion focused on solutions to integrate new knowledge about artificial intelligence, digital economy and contemporary social issues into lectures; innovate testing and assessment methods towards developing learners' thinking and critical thinking capacity; propose mechanisms and remuneration policies to standardize and improve the quality of the teaching staff in the context of university autonomy...
