Prime Minister Pham Minh Chinh has just signed Decision No. 2622/QD-TTg dated November 29, 2025 to establish the Prime Minister's Working Group on science , technology development, innovation, digital transformation and Project 06 (Working Group).
According to the Decision, Mr. Vu Hai Quan, Permanent Deputy Minister of Science and Technology , is the Head of the Team.
Deputy Heads include:
- Mr. Ha Minh Hiep, Chief of Office, Ministry of Science and Technology;
- Mr. Tran Duy Ninh, Director of the National Digital Transformation Agency, Ministry of Science and Technology;
- Mr. Pham Minh Hung, Director of the Department of Administrative Reform, Ministry of Home Affairs ;
- Major General Vu Van Tan, Director of the Department of Administrative Police for Social Order, Ministry of Public Security.

- Mr. Pham Dinh Nguyen, Director of the Academy of Science and Technology Strategy, Ministry of Science and Technology;

Functions and tasks of the Support Team
The Working Group has the function of researching, advising, consulting, and providing permanent assistance to the Prime Minister in analyzing technical and technological issues and proposing urgent, breakthrough, interdisciplinary solutions; promptly proposing direction, management plans and coordination mechanisms to ensure effective implementation of tasks on science, technology, innovation, digital transformation and Project 06.
The mission of the Working Group is to analyze and forecast major technology trends in the country and the world, assess multidimensional impacts on Vietnam's socio-economic development to advise and recommend the Prime Minister to issue proactive and effective adaptive solutions and policies; participate in giving comments and feedback on technical and technological contents for major projects, programs, and reports related to science, technology, innovation, digital transformation and Projects under the direction of the Prime Minister; perform other tasks assigned by the Prime Minister.
The Working Group is proactive in working with ministries, agencies, localities and enterprises; is requested by ministries, agencies, localities and enterprises to provide information, documents and data necessary to perform assigned functions and tasks; is invited to attend meetings, sessions, conferences and seminars of the Government, the Prime Minister, ministries, branches and localities with content related to the functions and tasks of the Working Group.
Principles and working regime of the Support Team
The Head of the Working Group is responsible to the Prime Minister for the performance of the assigned tasks in this Decision.
The Head of the Working Group issues the Working Group's Operating Regulations.
The Head of the Working Group is allowed to use the seal of the Ministry of Science and Technology to perform duties and manage the activities of the Working Group.
The Ministry of Science and Technology is the standing agency of the Working Group, using the existing apparatus to organize the implementation of tasks assigned by the Working Group.
Since the beginning of the year, the Government has submitted to the National Assembly for approval 19 draft laws and 10 resolutions related to science and technology development, innovation, digital transformation, and 04 laws on apparatus organization and civil servants.
Science and technology, innovation and digital transformation continue to be strongly implemented, achieving many important results, making practical contributions to socio-economic development.
The Prime Minister has approved 11 strategic technology groups and 35 strategic technology product groups, including 6 strategic technology products to be deployed in 2025. Vietnam maintains its position at 44/139 countries in the global innovation index in 2025.
Vietnam is in the world's Top 13 in terms of Internet speed; the population coverage rate of 5G has reached 39.5%; the land-based fiber optic cable system connecting Vietnam to Singapore, 3,900km long, has been completed; many AI Data Center projects are being implemented and a Super Data Center project is being researched and built in Ho Chi Minh City.
The digital technology industry continues to affirm its pivotal role, with digital technology industry (ICT) revenue in the first 10 months of 2025 reaching more than 4 million billion VND, up 52.4% over the same period; digital product exports reaching 142 billion USD, up 27%.
Digital government is promoted, Project 06 brings practical efficiency to people and businesses, strengthens social management and serves socio-economic development./.
