Under the leadership and direction of the Central Military Commission (CMC), the Ministry of National Defense , the General Department of Politics (GDM), Party committees, political commissars, political officers (party committee secretaries), commanders, political agencies at all levels and the guidance of the Central Committee of the Ho Chi Minh Communist Youth Union; in the period of 2022-2025, the activities of the Youth Union and youth movement (CTĐ-PTTN) in the Army continue to be comprehensively deployed, with focus and key points, achieving many important results, successfully implementing the goals and targets set by the 10th Congress of the Ho Chi Minh Communist Youth Union in the Army; contributing to building a exemplary clean and strong Party organization, a comprehensively strong unit that is "exemplary and typical", actively contributing to the cause of building the Army, consolidating national defense and protecting the Fatherland.

The work of propaganda and education on politics, ideology, ethics, cultural lifestyle, traditions, laws and disciplines has been widely, substantially and effectively implemented. The content and forms of propaganda and education have many innovations, are rich, diverse, creative and appropriate; closely combining basic and regular education with education through practical activities, organizing trips to the source, visiting red addresses, meeting historical witnesses, exchanging traditions; organizing competitions in direct and online forms... helping cadres, union members and youth (YVTN) grasp and deeply understand the content of education and propaganda. The movement to study and follow Ho Chi Minh's ideology, ethics and lifestyle associated with the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period continues to spread widely. The work of grasping, managing and resolving the ideological situation and orienting public opinion of YVTN has been effectively carried out; The Youth Union actively and pioneered in the fight against wrong and hostile viewpoints, protecting the Party's ideological foundation, especially in cyberspace. The results of propaganda and education work have directly contributed to building a comprehensively developed Youth Union generation, with strong political will, good moral qualities, good military expertise, high sense of organization and discipline, ready to receive and complete all assigned tasks, "The Youth Union has ambitions and aspirations to rise up and establish a career, is proactive and creative, ready to be present in difficult and arduous places and ready to accept new tasks" (1) .

The revolutionary action movements of the youth of the entire army, the core of which is the Movement "Young people practice morality, train talents, be proactive, creative, worthy of Uncle Ho's soldiers" in the new period, have received close and unified leadership and direction from Party committees, commanders, and political agencies at all levels; they have been deployed in many new, flexible, and creative forms, linked to the political tasks of each agency, unit, and campaigns, the Determination to Win Emulation Movement in the entire army.

The Army's youth always take the lead in carrying out training tasks, being ready to fight, practicing discipline, implementing regular routines, building a cultural environment and ensuring safety with many innovative forms and measures, striking weak points and difficult tasks, suitable to the reality of each agency and unit; organizing and participating in many meaningful activities to celebrate major holidays and important political events of the Party, the country and the Army; at the same time, always being the main force, taking the lead in carrying out border and sea patrol tasks, fighting and preventing crimes; clearing bombs and mines, searching and collecting martyrs' remains; protecting the environment, preventing climate change, natural disasters, epidemics, and rescuing. No matter what field or task, how difficult or dangerous, the Army's youth are always present in time, ready to sacrifice themselves for the happiness of the people. The vast majority of cadres and young union members strictly abide by the laws of the State and military discipline; contributing to creating a high level of unity of will and action in each agency, unit and the entire army. The "Young Creativity" movement and the Creative Youth Award in the Vietnam People's Army have been deployed synchronously, comprehensively, and widely spread, "with development in both quantity, quality and effectiveness, including a number of projects that are not only applied in the entire army but also reach the world level" (2) . Along with that, the youth union organizations at all levels in the entire army have well implemented the Campaign "Each youth has a creative idea"; 100% of the youth union organizations have guided and organized cadres and young union members to participate in the Movement "Digital Literacy for the People" and "AI Popularization". Thereby, it has encouraged and promoted scientific research activities of the youth of the Army, making an important contribution to the cause of building and defending the socialist Vietnamese Fatherland.

The Youth Union organization is considered to be strong in politics, ideology, organization, ethics and action. Agencies and units of the entire army proactively discover, nurture, attract and make use of young talents in the Army. Regularly take care of building a comprehensive team of Youth Union cadres in terms of capacity, moral qualities, professional qualifications, skills in CTĐ-PTTN, especially the ability to mobilize, gather young people and organize Youth Union activities; at the same time, pay attention to and create conditions for cadres and Youth Union members to progress and mature. The Youth Union's discipline and regime are strictly maintained; the content and forms of activities and activities have many innovations, closely following the central political tasks of the agencies and units and the legitimate needs and aspirations of cadres and Youth Union members. The work of managing cadres and Youth Union members is carried out with forms and measures appropriate to each subject and unit's tasks, especially during breaks, days off, when performing difficult and important tasks. Emulation and reward work; evaluation and classification of union organizations, cadres, and youth union members have been carried out closely, promptly, objectively, and accurately. In the past 3 years, more than 36,000 outstanding union members have been admitted to the Party; 86.5% of union organizations, 87.3% of union cadres, and 86.8% of youth union members have completed their tasks well and excellently.

Agencies and units do a good job of propaganda, counseling, career guidance and job referral support for 100% of young military personnel who have completed their military service with appropriate and effective content and forms; young military personnel are regularly educated, oriented and equipped with basic knowledge about cultural, aesthetic and artistic lifestyles and enjoy healthy cultural and artistic activities; participate in physical education and sports movements, train physical strength, take care of and improve physical health, have good health and meet the requirements of the task.

Coordination with local youth organizations, sister units and participation in defense foreign affairs activities has been strengthened, contributing to the good implementation of the function of the "working army" of the Army and the international integration policy of the Party and the Central Military Commission. Many movements, models, programs, initiatives, good and effective practices of the Youth Union have been widely replicated, promoted and have had a strong influence. Exchange activities for young officers and professional training with Youth Union members of countries with traditional relations are regularly organized. The contingent of young officers, officers and Youth Union members participating in the United Nations peacekeeping force, performing the task of studying and working abroad and participating in defense foreign affairs activities always excellently complete the assigned tasks.

Over the past 3 years, the Army Youth Union has continued to affirm its role and position as the leading flag in the work of the Youth Union and the youth movement nationwide; actively contributing to the cause of building the Army, building and firmly protecting the Socialist Republic of Vietnam. With outstanding achievements, many Youth Union organizations, cadres, and Youth Union members have been commended, rewarded, and honored by the Party, the State, the Army, the Central Committees, ministries, branches, and localities.

In the coming time, the world and regional situation will continue to develop in a complex and unpredictable manner. Global challenges will continue to have adverse impacts on all countries and peoples. Domestically, the cause of innovation, industrialization, modernization and international integration has entered a new stage of development with a strong aspiration to rise up; the requirement to build a revolutionary, disciplined, elite and modern People's Army places increasingly high demands on the Youth, especially in improving political mettle, qualifications, capacity, intelligence and operational efficiency; arousing the pioneering spirit, innovation, creativity and the desire to contribute of the youth, this is an issue of strategic, fundamental and long-term significance, and is also an urgent and direct requirement of the Youth Union to meet the assigned requirements and tasks.

Faced with that situation, Party committees, commanders at all levels, political agencies, youth organizations and cadres and youth union members in the entire army need to focus on implementing well the following key contents:

Firstly, continue to thoroughly grasp the Party's viewpoints and guidelines, the State's policies and laws on youth work; seriously implement the Resolution of the 14th National Party Congress, the Resolution of the 12th Military Party Congress; regularly follow the leadership and direction of the Central Military Commission, the Ministry of National Defense and the General Department of Politics. Focus on grasping and concretizing the goals, requirements, targets, policies and major solutions on youth work that the Party, the Central Military Commission and the Ministry of National Defense have identified; promptly issue, adjust and supplement programs, plans, guidelines and regulations suitable to the practical activities of the Youth Union in each type of unit, creating strong momentum, bringing the Army's Youth Union to continue to develop and reach new heights.

Second, improve the quality and effectiveness of propaganda and education work; strengthen the cultivation of revolutionary ideals, enhance political mettle, aspiration for dedication, sense of responsibility, moral qualities, and lifestyle for cadres and young union members. Organize well the political activities with the theme "Young people confidently step into the era of national advancement". Pioneer in promoting the cultural values ​​of "Uncle Ho's soldiers" in the new period in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality, and style and the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period. Strengthen the dissemination and education of law, build awareness of the rule of law and military discipline for cadres and young union members. Flexibly and creatively combine forms of education; strengthen the application of information technology, digital media, direct and online interaction. Focus on grasping and forecasting the ideological situation, orienting public opinion among young people; Proactively and actively protect the Party's ideological foundation, fight against erroneous and hostile viewpoints, plots of "peaceful evolution" and "depoliticization" of the Army. Pay attention to and care for the material and spiritual lives of cadres and young union members, especially in training and combat readiness units, remote areas, border areas, islands...

Third, organize the launch and effective implementation of the "3 Pioneers of Military Youth Movement" in conjunction with emulation movements and major campaigns of the Party, State, Army and Central Youth Union. Thereby, building a model of Military Youth in the new period: Good at expertise, steadfast in character, creative in thinking, exemplary in ethics and lifestyle; proactive in training, ready to fight; developing science and technology, innovation and digital transformation, contributing to enhancing the overall strength, building a revolutionary, disciplined, elite and modern Army, firmly protecting the Socialist Republic of Vietnam in all situations.

Fourth, take care to build strong youth organizations at all levels, truly the core force in gathering, educating and promoting youth. Pay attention to building and replicating effective models such as "Strong Youth Union Branch", "Proactive Youth Union Base 3"; build a team of youth union cadres and cadres in charge of youth work with comprehensive knowledge, capacity, moral qualities, scientific working methods, and good movement organization skills. Promote the responsibility of youth organizations, youth union cadres, and young union members in participating in building exemplary clean and strong party organizations; build "exemplary and typical" comprehensively strong agencies and units. Actively train outstanding union members to introduce them to the Party; effectively implement preferential policies for outstanding cadres and young union members and policies to discover, nurture, attract, and promote young talents in the Army.

Fifth, promote the combined strength of organizations and forces inside and outside the Army; improve the effectiveness of coordination with all levels, sectors, localities, sister units, organizations and individuals to synchronously deploy programs and action plans, creating a favorable environment to promote the pioneering and creative role of cadres and young union members. Effectively carry out defense diplomacy activities, exchange young officers with armies of other countries to enhance understanding, solidarity and friendship, consolidate trust, and contribute to enhancing the position of the Vietnam People's Army in the international arena.

Under the leadership and direction of the Central Military Commission, the Ministry of National Defense, and the General Department of Politics; promoting the tradition and achievements, we believe that in the coming years, the Army's Youth Union will have new developments, creating a favorable environment for young people to train, strive, contribute and mature. With the spirit of "Courage, pioneering, breakthrough, development", the youth of the entire army enthusiastically compete to successfully implement the Resolution of the 14th National Party Congress, the Resolution of the 12th Military Party Congress, the Action Program of the 11th Military Congress of the Ho Chi Minh Communist Youth Union, determined to build a revolutionary, disciplined, elite, modern Vietnam People's Army, confidently entering the new era of the nation.
