Ho Chi Minh City: GRDP in 2025 is estimated to increase by 8.03%

In 2025, despite facing difficulties and challenges from the domestic and international situation, Ho Chi Minh City has been proactive, united, and made efforts to overcome difficulties, achieving many important and comprehensive results in all fields.

Reporting at the 6th session of the 10th term Ho Chi Minh City People's Council, comrade Nguyen Loc Ha, Vice Chairman of the City People's Committee, said that in recent times, the government and people of the three localities after the merger have maintained initiative, solidarity, and efforts to overcome difficulties, achieving many important and comprehensive results in all fields.

Specifically, the city's GRDP is estimated to increase by 8.03%; the total GRDP value in 2025 is estimated to reach VND 2.74 million billion, accounting for 23.5% of the country's GDP; GRDP per capita in 2025 is estimated to reach USD 8,066. Total budget revenue is estimated to reach VND 748,438 billion (equal to 109.6% over the same period).

The city has completed and put into operation many key projects. Policies and programs for the development of health, education, culture and sports focus on key objectives. Political security and social order and safety are maintained.

In addition to the positive results achieved, in 2025, the city still has some shortcomings and limitations. According to comrade Nguyen Loc Ha, the mobilization of social resources in GRDP for development investment is still low; the disbursement of public investment is still slow; 3/18 estimated State budget revenues did not meet the estimate...

In the coming time, the city will focus on effectively exploiting specific mechanisms, policies and the Resolution of the Ho Chi Minh City Party Congress to promote fast and sustainable economic growth.

The city will prioritize mobilizing investment resources and completing synchronous and modern infrastructure according to multipolar spatial architecture while ensuring social security, promoting international integration, and maintaining national defense and security.

In 2026, the city will focus on opening up institutions, liberating resources, making infrastructure breakthroughs, improving service efficiency, and creating substantial changes in development.

Comrade Nguyen Loc Ha also said that the city's theme for 2026 is: Institutional liberalization, resource liberation, infrastructure breakthroughs, service efficiency improvement, and substantial changes in city development. In 2026, the city sets out 26 targets in various fields: 6 economic targets, 8 socio-cultural targets, 6 urban development targets, environmental protection targets, 2 administrative reform targets, and 4 security targets.

In order for the above goals to achieve the expected results in practice, the city will deploy a number of key tasks and solutions.

First of all, mobilize and effectively use resources to ensure achieving the target of double-digit GRDP growth. The city strives to collect over VND805,000 billion in budget revenue in 2026 and promote the driving and leading role of public investment with an estimated figure of about VND148,000 billion.

Along with that, the city will promote the mobilization of social investment capital and effectively promote specific mechanisms and policies, striving to attract FDI of over 11 billion USD by 2026.

Second, the city will continue to restructure the economy, identifying science, technology and innovation as the main driving force; striving for the digital economy to account for 30% of GRDP. The city will continue to improve and upgrade the investment and business environment and enhance competitiveness. Ho Chi Minh City strives for total social investment capital in 2026 to reach about 30% of GRDP.

Third is to re-architect the development space in a multi-polar, integrated, and connected direction; implement solutions to overcome bottlenecks such as flooding; traffic congestion; environmental sanitation, and air pollution. Ho Chi Minh City also strives to have 25,287 social housing apartments by the end of 2026 and the average housing area per capita to reach 27.69 m2 /person. Manage, exploit, and use resources effectively; promote green transformation. Strive to have an urban wastewater collection rate of 70% by the end of 2026.

Fourth is to promote cultural and human values ​​in the direction of truth, goodness and beauty. The city continues to fundamentally and comprehensively innovate education, ensuring at least 280 classrooms for every 10,000 people of school age. Synchronously deploy comprehensive health care models for the people and strengthen food safety work, ensuring social security.

Fifth is to promote foreign affairs and international integration. At the same time, strengthen leadership and direction of national defense and security work. The city also determines to build a city government that is creative, honest, active, and serves the people.
