Ho Chi Minh City to be more innovative, do better in the digital age

In the context of strong transformation in the digital age, Ho Chi Minh City affirms its determination to innovate, improve competitiveness and aim to become an international megacity.

On the afternoon of November 25, within the framework of the Autumn Economic Forum 2025 held in Ho Chi Minh City, the CEO 500 - TEA Connect program took place with the theme "Ho Chi Minh City - towards an international megacity in the digital age".

Politburo member, Prime Minister Pham Minh Chinh; Party Central Committee Secretary, Ho Chi Minh City Party Committee Secretary Tran Luu Quang; Party Central Committee member, Deputy Prime Minister Bui Thanh Son; Party Central Committee member, Deputy Party Central Committee Secretary, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc attended.

Speaking at the program, Prime Minister Pham Minh Chinh respectfully conveyed greetings and best wishes from General Secretary To Lam and himself to the delegates; at the same time expressed his sympathy to the localities and people affected and damaged by natural disasters and historic floods; and respectfully thanked the World Economic Forum (WEF) for accompanying and supporting the organization of the Autumn Economic Forum in Ho Chi Minh City at the request of the Prime Minister.

Prime Minister Pham Minh Chinh highly appreciated the opinions at the program that created motivation and inspiration for Vietnam to continue to carry out the work to realize the two 100-year goals set: By 2030, becoming a developing country, modern industry, high average income; by 2045, becoming a developed country, high income. According to Prime Minister Pham Minh Chinh, this is a very challenging and difficult goal, but it cannot be avoided, with the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible".

The Prime Minister said that Vietnam consistently focuses on building three fundamental elements: Building a socialist-oriented market economy, promoting international integration; building socialist democracy; and building a socialist rule-of-law state.

Regarding the achievements, the Prime Minister said that after nearly 40 years of Renovation, from a country under siege and embargo, Vietnam has established diplomatic relations with 194 countries; has a comprehensive strategic partnership with 5 permanent members of the United Nations Security Council and many G20 countries; and signed 17 FTAs ​​with more than 60 countries.

From a country heavily devastated by war, Vietnam has risen to become a developing country with GDP increasing from about 4 billion USD to about 510 billion USD, ranking 32nd in the world; per capita income from about 100 USD after the war to about 5,000 USD, belonging to the group of upper middle-income countries and among the top 20 countries in terms of trade scale and investment attraction in the world.

Vietnam has a consistent viewpoint: Maintaining political and social stability, social order and safety - security - safety - people's safety; taking people as the center, the subject, the goal, the driving force and the most important resource of development, people as the decisive factor; not sacrificing progress, social equity, social security and the environment to pursue mere economic growth. At the same time, Vietnam focuses on implementing 3 strategic breakthroughs (open institutions, smooth infrastructure, smart governance) and the following 6 key policies:

Firstly, economic development is the central task; building an independent, self-reliant, and self-reliant economy associated with proactive, active international integration, deeply, substantially, and effectively.

Second , consistently implement an independent, self-reliant, multilateral, and diversified foreign policy; be a good friend, a reliable partner, an active and responsible member; proactively and responsibly participate in solving common regional and international issues; for peace, stability, cooperation, and development; promote multilateralism, call for the joint efforts, solidarity, and cooperation of countries in the face of universal, comprehensive, and global issues.

Third , ensuring national defense and security is an important and regular task; implementing the "4 no's" defense policy: Not participating in military alliances; not associating with one country to fight another; not allowing foreign countries to set up military bases or use territory to fight against other countries; not using force or threatening to use force in international relations.

Fourth , cultural development is the spiritual foundation of society - "culture lights the way for the nation" - "if culture exists, the nation exists, if culture is lost, the nation is lost", culture is scientific, national, and popular.

Fifth, focus on ensuring social security, ensuring the right to life, freedom, the right to pursue happiness, ensuring equal access to healthcare, education, culture, sports, etc., constantly improving the material and spiritual life and happiness index of the people, leaving no one behind.

Sixth , focus on building a clean and strong political system; step up the fight against corruption, negativity and waste.

Prime Minister Pham Minh Chinh emphasized that Ho Chi Minh City is the largest economic center, the economic locomotive of Vietnam, with a tradition of dynamism and creativity. The Government hopes and believes that the city will be more creative, more self-reliant and learn from both successful and unsuccessful lessons to continue to be the largest economic center, the economic locomotive of Vietnam and become an international megacity.

Speaking at the program, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the city affirms its role as the country's locomotive, a major center of finance, commerce, and international trade, carrying with it a pioneering mission for the whole country, with the whole country.

However, a city's international stature does not only come from population size or economic contribution, but also from maintaining a high and stable growth rate, connectivity, governance capacity, international competitiveness and the ability to create a livable environment.

Therefore, the city is restructuring its development space, shaping a new development strategy with a multi-polar space, high connectivity, and orienting the formation of three regions, three corridors, five pillars, and one special zone.

Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the city is strongly promoting its internal strength, enhancing cooperation, and attracting global experts and partners. An international city needs more than a network of partners and increasingly deep cooperation, in which the business community plays an important role in the digital age.

Within the framework of the program, the Organizing Committee announced cooperation agreements between Vietnamese and international partners, including:
- Memorandum of cooperation between the High-Tech Park Management Board and TTI to develop domestic supply chains.
- Memorandum of Understanding between the High-Tech Park Management Board and SynoSys on cooperation in training in microchip design.
- Memorandum of Understanding between the High-Tech Park Management Board and FPT Semiconductor on cooperation in training chip testing packages and participating in the supply chain of FDI enterprises.
- Memorandum of cooperation between the High-Tech Park Management Board and the Low-Tech Economic Alliance.
- Memorandum of Understanding on cooperation between HCMC C4IR, Vietnam Aerospace Institute, SaigonTel Group, Accelink Group (USA) on promoting cooperation in the field of low-altitude space technology.
- Edge – AI Data Center Partnership Program.
- Cooperation between HCMC C4IR and SRI International on establishing a knowledge exchange and transfer platform between Vietnam and the United States.
- Memorandum of Understanding between HCMC C4IR, SaigonTel and Naver on data center development.
- Memorandum of Understanding between the Port of Los Angeles and HCMC C4IR, ECV and SaigonTel on promoting investment cooperation in seaports in Ho Chi Minh City.
- Memorandum of Understanding between HCMC C4IR and Ant International Group (A&I).
- Memorandum of Understanding between HCMC C4IR and Da Nang Department of Science and Technology.
- Off-budget preferential credit program to support smart production transformation
- Memorandum of Understanding between Binance and the Department of Finance on cooperation for the international financial center in Ho Chi Minh City.
- Memorandum of understanding on strategic cooperation between VinaCapital Group and FPT Group.
