
The city will allocate land for the construction of preschool education facilities according to approved planning, especially in new urban areas, resettlement areas, and industrial parks to diversify preschool education models suitable to the characteristics of urban areas. In particular, the city will prioritize the use of surplus agency headquarters after the administrative apparatus is reorganized for preschool education; develop non-public facilities and implement a public-private partnership model in the form of business-management contracts (O&M), ensuring tuition fees are appropriate to workers' income.
The city has also implemented many solutions to improve the quality of care and education for children aged 6-36 months, such as: training teachers in specific skills; investing in facilities and equipment; supporting funding for teacher training for private facilities in industrial parks; disseminating parenting skills documents to parents of workers. At the same time, the city promotes socialization, encourages businesses to invest in kindergartens in industrial parks, supports childcare costs for workers; mobilizes resources from programs, projects and non- governmental organizations to improve equipment, supplies, and toys for preschools, etc.
Vice Chairwoman of Ho Chi Minh City People's Committee Tran Thi Dieu Thuy informed that the Program is implemented in urban areas according to regulations and all industrial parks, export processing zones, high-tech zones, industrial clusters - places with a large concentration of workers. Beneficiaries include preschool children; managers, teachers, staff; parents; preschool education facilities and related organizations and individuals.
The program focuses on supporting the improvement of the quality of preschool education, ensuring that children have access to safe, quality, equitable and practical educational services. In the period 2026 - 2030, the City strives for 100% of children studying at preschools in urban areas to be cared for and educated according to regulations; in industrial zones, at least 80% of children aged 6 to 36 months who are children of workers who need to send their children to school or class. This target will increase to 100% in the period 2031 - 2035.
Regarding the staff and teachers, the City aims to have 80% of urban managers and teachers have access to professional documents on digital platforms by 2030; 100% of teachers in industrial zones receive annual professional training. The rate of commune and ward-level units implementing advanced preschool education models is expected to reach 50% in the 2026-2030 period and increase to 80% in the 2031-2035 period.
To effectively implement the program, the City also requires relevant departments, branches and localities to develop programs and plans specifying goals, tasks and solutions suitable to the conditions of each locality; strengthen the leadership of Party committees and authorities in developing preschool education; include this goal in the annual socio-economic development plan; at the same time, promote communication and dissemination of knowledge on nurturing, caring for and ensuring safety for children.
The Department of Education and Training shall take the lead in implementing the plan; coordinate with departments, branches, People's Committees of wards, communes, and special zones to guide, inspect, synthesize reports, and relevant departments shall be assigned specific tasks to ensure synchronous implementation; contribute to improving the quality of preschool education, meeting the childcare needs of workers and laborers, and ensuring social security in the City.
