On the afternoon of November 12, Deputy Prime Minister Ho Quoc Dung chaired a meeting with relevant ministries and branches to review and remove difficulties, obstacles, and "bottlenecks" in legal regulations.
Do not let institutional and legal bottlenecks persist
The review and removal of difficulties, obstacles and "bottlenecks" in legal regulations have received special attention and regular direction from the Government and the Prime Minister.
The Government and the Prime Minister have issued many documents directing ministries, branches and localities to focus on reviewing and immediately removing difficulties and obstacles, perfecting institutions, laws, mechanisms and policies, considering this as one of the key solutions to promote growth, control inflation and stabilize the macro -economy , free up resources and promote socio-economic development.
The Prime Minister paid special attention and gave close direction, as demonstrated by the establishment in 2023 of a Working Group and a Steering Committee for review headed by the Deputy Prime Minister.
On July 8, 2024, the Prime Minister established a Steering Committee to review and handle difficulties in the system of legal documents, headed by the Prime Minister, to direct the review and organize the handling of difficulties in the legal system.
After listening to reports and opinions at the meeting, Deputy Prime Minister Ho Quoc Dung acknowledged the achievements of ministries and branches in handling recommendations and institutional and legal problems in recent times.
At the same time, Deputy Prime Minister Ho Quoc Dung emphasized that the improvement of institutions and laws must be considered as "paving the way for development" and the number one priority task of ministries and branches in the remaining time of the year. If institutional problems are not resolved, they will create "bottlenecks" and hinder development.
The Deputy Prime Minister requested ministries and branches to proactively and decisively handle matters under their authority, not to wait or shirk responsibility. "Ministries have the right to amend circulars and regulations of ministries. We cannot let small matters drag on, causing congestion for businesses and localities," the Deputy Prime Minister stated.
The Deputy Prime Minister requested that all recommendations and problems must be basically resolved to report to the Steering Committee and the Prime Minister. In addition, ministries must report on detailed progress, clearly stating the matters that have been resolved, those that have not been resolved, the reasons and the deadline for completion. The Ministry of Justice is responsible for synthesizing and reporting to the Steering Committee, submitting to the Government, along with a specific conclusion notice.
The Deputy Prime Minister requested the Ministry of Justice to coordinate with ministries and branches to complete the draft Resolution of the Government on removing difficulties and obstacles in institutions, and report to the Prime Minister in December 2025.
The resolution needs to clearly state the responsibilities of each ministry and sector in handling "bottlenecks", and at the same time propose amendments and supplements to inadequate regulations and legal documents.
The Ministry of Justice must continue to grasp the situation, promptly reflect and guide ministries to handle problems, including the application of Resolution 206 of the Government to remove difficulties in law enforcement.
Basic legal issues will be resolved.
At the meeting, representatives of the Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Finance, etc. said they were focusing on handling recommendations and problems. Many problems related to basic legal regulations will be resolved when the draft laws on amendments and supplements are passed.
The Ministry of Construction is integrating the removal of obstacles into draft laws to amend and supplement them, submitted to the National Assembly such as the Law on Construction, the Law on Urban and Rural Planning, the Law on Vietnam Civil Aviation..., coordinating with other ministries in the process of perfecting policies related to the laws.
The Ministry of Construction is drafting a Government Resolution on a number of special mechanisms to handle difficulties and obstacles caused by legal regulations and breakthrough ordinance targets for social housing development. The Ministry of Agriculture and Environment is drafting a number of draft laws for consideration at the 10th Session of the 15th National Assembly, such as: Draft Law on amending and supplementing 15 laws in the fields of agriculture and environment; Law on amending and supplementing a number of articles of the Law on Geology and Minerals...
At the meeting, Deputy Minister of Justice Phan Chi Hieu reported on the work of reviewing and removing legal obstacles in the past time. Implementing the 2025 Work Program of the Central Steering Committee on perfecting institutions and laws and the plan to direct the review and remove difficulties and obstacles of the Central Steering Committee, ministries and agencies have continued to complete and ensure the accuracy of the review results.
The review results show that the total number of comments and recommendations is 2,088. Of these, 787 comments and recommendations were identified as having difficulties and problems that need to be resolved.
Of these, 106 problems were identified as urgent and needed to be resolved in 2025 according to the shortened process approved by the National Assembly in Resolution No. 206/2025/QH15 for resolution in 2025.
As of October 15, 2025, the handling work has achieved initial results. Specifically, 57/787 problems have been completely handled, reaching a rate of 7.24%. For the group of urgent problems, 7/106 contents have been handled.
However, the report also frankly pointed out that the number of problems that have been completely resolved is still low. Currently, up to 730/787 contents (accounting for 92.76%) are still in the process of being researched and processed by ministries and branches.
According to Deputy Minister Phan Chi Hieu, the Ministry of Justice is working with ministries and branches to immediately handle in 2025 the difficulties and obstacles caused by legal regulations identified as "bottlenecks" of an urgent nature; the remaining difficulties and obstacles caused by legal regulations will be handled and amended in a comprehensive manner by special mechanisms./.
