Bim Son Industrial Park is a concentrated, multi-industry industrial park with a total area of about 524 hectares, divided into 3 sub-zones. Currently, Bim Son Industrial Park has attracted 58 investment projects, of which 30 projects have come into production and business operations. The total investment capital of infrastructure investors is more than 1,800 billion VND, of secondary investors is over 6,500 billion VND and 411 million USD. The accumulated realized capital is estimated at nearly 4,000 billion VND and 109 million USD, the occupancy rate of the industrial park is 60%. In the context of production and business facing many difficulties due to the impact of the world and domestic markets, some enterprises in the industrial park have difficulty in selling goods and are forced to reduce production. However, the majority of enterprises do not cut labor but still try to maintain jobs, ensuring the State's regulations on salary, bonus, and social insurance for employees.

Regarding the technical infrastructure system outside the industrial park, Bim Son Industrial Park currently does not have a centralized solid waste treatment area. Solid waste generated during production and daily activities is classified by enterprises, and contracts are signed for waste collection and treatment with competent units.

Regarding water supply, in Bim Son town, there is only Bim Son Water Plant with a design capacity of 10,000m3 /day and night (currently operating at a capacity of 7,500m3 /day and night), using underground water to supply water to Bim Son Industrial Park and domestic water for Bim Son town. With the above operating capacity, it can only supply the domestic water demand in Bim Son Industrial Park during the construction phase of the factories, not enough to meet the domestic water demand during the operation phase and the use of water for production purposes during the period when Bim Son Industrial Park increases its occupancy rate when attracting many investment projects.

To ensure the supply of raw water for production in the Industrial Park, on March 24, 2020, the Chairman of the Provincial People's Committee approved the plan to supply water to Bim Son Industrial Park and domestic water for Bim Son town with a scale of 100,000m3 /day and night by 2030. The project is invested by Anh Phat Construction and Trading Investment Company - Joint Stock Company, but is behind schedule.

At the conference, businesses and investors shared difficulties and problems related to procedures for calculating land rental prices and land allocation; the lack of raw water sources causing difficulties for manufacturing enterprises; the slow progress of raw water supply projects for industrial parks leading to the inability of some projects to be implemented, or having to adjust investment targets; the situation of frequent power outages for production in industrial parks causing difficulties for businesses; early upgrading and expansion of Ba Trieu road; difficulties in construction implementation, decline in orders, some projects are looking for new investment targets, needing support from related units...

Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi acknowledged, commended and highly appreciated the extremely important contributions of enterprises and investors in Bim Son Industrial Park to the industrial development of Bim Son town and Thanh Hoa province. At the same time, he shared the difficulties, obstacles and adverse impacts on production and business activities, construction investment and import and export of enterprises in the past time. He emphasized that Bim Son Industrial Park still has many existing difficulties such as traffic connection, limited raw water supply for enterprises, unstable electricity source, lack of human resources, etc.
The Standing Vice Chairman of the Provincial People's Committee acknowledged and accepted the recommendations and reflections of enterprises inside and outside Bim Son Industrial Park on difficulties in the process of implementing investment projects and production activities of enterprises. He requested relevant departments and branches of the province, based on their functions and tasks, to focus on resolving existing difficulties that enterprises and investors have proposed to focus on resolving with enterprises. He requested Bim Son town and Ha Trung district to focus on clearing the ground for Bim Son Industrial Park and building a raw water supply system for the Industrial Park. Relevant departments of the province and Bim Son town and Ha Trung district support Anh Phat Investment, Construction and Trading Company - Joint Stock Company to speed up the implementation of the water plant project. The Department of Industry and Trade re-examines the electricity regulation of companies supplying electricity to the Industrial Park, to remove difficulties in providing a stable power source for enterprises to operate.
The Standing Vice Chairman of the People's Committee affirmed that Thanh Hoa province is committed to always accompanying enterprises, together solving and removing difficulties and obstacles for enterprises within the scope of authority and legal regulations. He hopes that enterprises inside and outside the industrial zones, investors will closely coordinate with authorities at all levels to promptly resolve difficulties and obstacles arising in the process of investing in projects and production and business activities.
