After merging Dong Nai and Binh Phuoc , Dong Nai province has a very large forest area, up to 370,000 hectares. Of which, about 142,000 hectares are planted forests, the rest are natural forests and other forests.
To date, in Dong Nai province, only about 61 thousand hectares have been certified for sustainable forest management, with certificates such as FSC, PEFC and VFCS. Mr. Nguyen Dinh Long, Head of Forest Development Department, Dong Nai Forest Protection Department, commented that the area of planted forests with sustainable certification in Dong Nai has a lot of potential to expand in the coming time.

However, the expansion of forest area with sustainable management certification is facing some difficulties and obstacles, especially for forest owners who are public service units.
As a pioneer in Dong Nai in implementing sustainable forest management according to FSC standards, Xuan Loc Forest Protection Management Board is facing certain difficulties when selling wood with this certificate.
Mr. Nguyen Duy Cong, Deputy Director of Xuan Loc Forest Protection Management Board, said that to obtain FSC certification, the Board had spent a lot of effort and strictly complied with Vietnamese law and FSC standards.
However, when participating in the market to sell products from FSC-certified planted forests, Xuan Loc Protection Forest Management Board encountered difficulties related to the Law on Public Asset Management. Specifically, the Board was not allowed to decide to sell to any unit or enterprise but had to clear customs to organize an auction.
To comply with FSC standards, Xuan Loc Forest Protection Management Board had to cooperate with Tan Vinh Cuu Company, one of the leading enterprises in the wood processing industry of Dong Nai. Tan Vinh Cuu provided financial and human resources for Xuan Loc Forest Protection Management Board to prepare documents to obtain FSC certification. Although Tan Vinh Cuu plays such a big role, Xuan Loc Forest Protection Management Board cannot sell wood directly to this company because of the provisions of the Law on Public Property Management.

Mr. Nguyen Dinh Long commented that, in addition to problems related to legal regulations, the expansion of forest areas with sustainable forest management certificates at forest management boards also faces obstacles such as not creating a real connection between buyers and forest owners and contracted households.
To overcome these difficulties, state management agencies need to work with forest management boards and businesses to resolve and remove barriers, on the basis of compliance with legal regulations. Thereby, creating motivation for forest owners to expand the area of planted forests with sustainable management certificates.
Mr. Nguyen Dinh Long emphasized that expanding the area of planted forests with FSC certification and other sustainable certifications is a common trend not only in Dong Nai but also across the country. However, to expand the area of forests with sustainable certifications, first of all, it is necessary to form linkage chains between forest growers, forest product purchasing enterprises and state management agencies. This linkage must be very close to create motivation to expand the area of forests with FSC certification and other sustainable certifications.
In 2018, the Government issued Decree 98 on policies to encourage the development of cooperation and association in the production and consumption of agricultural products. This is an important basis for creating links between state management agencies, businesses, and people in replicating and implementing sustainable forest management certification.
