The extended Ham Nghi road project has a length of 3.3km with the starting point connecting National Highway 1 to the Ha Tinh City bypass through Thach Dai commune (now Ha Huy Tap ward), the end point connecting to the branch of National Highway 8C through Thach Xuan commune. The project is invested by the Provincial Traffic Construction and Urban Development Project Management Board with a total capital of 575 billion VND; the Provincial Land Fund Development Center is the investor of the sub-project of compensation, support and infrastructure construction for resettlement areas.
The project started in November 2022 and was scheduled to be completed on December 31, 2024. However, due to problems with site clearance, the project was delayed and the completion date was extended to December 31, 2026.

Up to now, the units have handed over 2.05/3.3 km of land to the contractor. On the handed over area, the contractor has completed the roadbed, asphalt concrete pavement, completed Rao Con bridge and technical infrastructure works along the route..., progress has reached about 60%. The remaining 1.25 km (in Ha Huy Tap ward) has not been able to start construction due to long-term land clearance problems. Specifically, due to problems with the authority to approve the resettlement area to serve the land acquisition and clearance for the extended Ham Nghi road project.
To "overcome difficulties" in site clearance work, recently, the Provincial Land Fund Development Center has strengthened coordination with relevant localities, departments and branches, advising the province in approving resettlement areas to serve site clearance for the project. Accordingly, in May 2025, the resettlement area project to serve site clearance for the Ham Nghi extended road project was decided by the province to invest in 2 locations (in Lien Vinh residential area and Ky Phong residential area, Ha Huy Tap ward) with a total area of 7.5 hectares, providing new accommodation for 152 households.


Currently, the Provincial Land Fund Development Center is focusing on directing contractors to mobilize maximum human resources and equipment to complete the resettlement area before March 30, 2026, as directed by the Provincial People's Committee. Mr. Le Van Thang - Director of Dung Dan Joint Stock Company - the contractor for the resettlement area said: The resettlement area serving the land clearance for the extended Ham Nghi road started construction on September 13, 2025, and has now reached 35% of the volume. The unit is committed to speeding up the progress, completing the infrastructure of electricity, water, telecommunications, etc., ensuring quality and handing over on time.
After the resettlement area is completed, the Provincial Land Fund Development Center will coordinate with departments, branches and localities to focus on relocating affected households to the resettlement area, striving to hand over clean land to the construction contractor in the second quarter of 2026.
In parallel with the work of accelerating the construction progress of the resettlement area, the Land Fund Development Center and the People's Committee of Ha Huy Tap Ward are focusing on completing the asset inventory; publicizing the compensation, support and resettlement plan to have a basis for completing the dossier for appraisal, approval and compensation payment to 100% of affected households.

Mr. Than Viet Van - Director of the Provincial Land Fund Development Center said: The Ham Nghi extended road project still has problems with the land of garden and residential land of households. Specifically, the project affects 132 plots of garden and residential land of 127 households. Up to now, the Provincial Land Fund Development Center has approved and paid compensation to 9 households (10 plots of land) with a total amount of more than 3.9 billion VND, the households have received money and handed over the land. The remaining 122 plots of land (including 3 family temples) have basically completed the asset inventory. The People's Committee of Ha Huy Tap ward has agreed on land prices and resettlement plans for 121/122 households (Mr. Truong Quang Tuong's household, residing in Bac Thuong residential group, has not yet determined the land use boundary because the area of the household is related to previous projects - the National Highway 1A bypass project and the Phan Dinh Phung extended road project).
Mr. Than Viet Van added: "We have requested the People's Committee of Ha Huy Tap Ward to soon determine the actual boundary for Mr. Truong Quang Tuong's household. At the same time, coordinate to publicly announce the compensation, support and resettlement plan to have a basis to complete the dossier for appraisal, approval and compensation payment to 100% of affected households in the soonest time."


In addition, the local government is focusing on coordinating with relevant parties to promptly resolve the problem. Mr. To Thai Hoa - Chairman of the People's Committee of Ha Huy Tap Ward said: The People's Committee of the ward has sent a document to the Department of Construction requesting advice from the Provincial People's Committee to direct relevant departments and branches to guide how to handle the land boundary of Mr. Truong Quang Tuong's household. At the same time, the leaders of the People's Committee of the ward are also strengthening the grassroots organization of people's meetings, listening to people's opinions in publicly posting compensation, support and resettlement plans, moving towards paying compensation to 100% of affected households according to regulations.
Ms. Truong Thi Phuong (Lien Vinh residential group, Ha Huy Tap ward) shared: “My family is subject to resettlement to serve the Ham Nghi road extension project. My family was affected by more than 800 square meters and has completed the inventory of assets. Although we do not want to leave the land our ancestors left us, for the sake of national interests, we are willing to give up the land for the project.”

With the close direction of the provincial leaders, along with the close coordination of departments, branches and local authorities, many "bottlenecks" that have existed for quite a long time in the site clearance work for the Ham Nghi extended road project have been gradually removed. From here, the foundation is created to bring the province's key traffic project to the finish line in 2026.
