Removing obstacles to speed up land clearance progress of Van Ninh expressway

This afternoon, October 1, Permanent Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong chaired a meeting with relevant localities, departments and branches to remove difficulties and obstacles in site clearance (GPMB) for the implementation of the Van Ninh - Cam Lo expressway project, the section passing through Cam Lo and Vinh Linh districts.

The Van Ninh - Cam Lo expressway project, the section through Quang Tri province, is 32.53 km long, of which the section through Vinh Linh district is 14.25 km and Cam Lo district is 6.584 km.

Up to now, the main route clearance work in Cam Lo district has handed over 100% of the clean site on April 28, 2024, and the main route access roads and service roads have been handed over on June 22, 2024. Currently, Cam Lo district is focusing on implementing the clearance work for additional service roads and service roads on both sides of the National Highway 9 overpass, Cam Hieu commune and Cam Thuy commune; has handed over 300/700 m of Cam Thuy commune overpass service road and 250 m of the right of way/900 m of Cam Hieu commune overpass service road. To ensure the construction progress of the overpass, Cam Lo district People's Committee has organized to support construction protection for the section through Cam Hieu commune and currently the construction unit is continuing to implement according to plan.

In addition to the achieved results, the site clearance work in some remaining items in Cam Lo district is still facing many difficulties and problems, especially the site clearance of 2 roads connecting the National Highway 9 overpass through Cam Hieu and Cam Thuy communes because people still have many petitions related to their rights.

On the other hand, the application of compensation and support policies during the transitional period of the 2024 Land Law, the documents guiding the implementation and the regulations on compensation, support and resettlement in the province with the old regulations have some differences. In addition, some new regulations are not consistent, the implementation guidance of competent authorities is not complete, leading to confusion in application.

In Vinh Linh district, 14.05/14.25 km of land has been handed over, reaching 98.6%, the remaining 200 m is stuck in relation to Quang Tri Forestry Products Joint Stock Company.

At the meeting, relevant departments, branches, units and localities analyzed and clarified difficulties and problems, proposed and recommended many issues related to site clearance work such as: The Provincial People's Committee considered allowing compensation and support according to Official Dispatch No. 3651/UBND-KT dated August 9, 2024 of the Provincial People's Committee and Article 10, Decision No. 14/2024/QD-UBND dated August 14, 2024 of the Provincial People's Committee.

Concluding the meeting, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong requested the Provincial People's Committee Office to study and summarize issues, problems and recommendations of relevant units to advise the Provincial People's Committee to consider and decide according to its authority.

Assign the Department of Finance and the Department of Natural Resources and Environment to review laws and legal documents related to compensation and support for site clearance and based on assigned tasks, to advise and propose to the Provincial People's Committee to thoroughly resolve difficulties and problems of localities. The Department of Transport shall step up propaganda to get people's agreement and cooperation in the site clearance process, creating favorable conditions for project implementation.
