Some localities lack specialized human resources in land, accounting, and information technology, affecting the progress and quality of service to the people.
Mr. Nguyen Trong Bao, Deputy Head of the Land Management Department (Department of Agriculture and Environment of Khanh Hoa province) said that local authorities at the commune level are currently assigned to carry out many administrative procedures related to the fields of land, natural resources and environment. Meanwhile, the number of specialized staff at the grassroots level is still lacking, professional skills are not uniform, and the land management software system is not operating uniformly. This is the main reason why the reception, appraisal of documents and issuance of land use right certificates are still slow, especially in newly merged communes.
The 2024 Land Law has many new regulations on the rights and obligations of land users, land recovery, compensation, resettlement support, planning announcement, land price list and agricultural land transfer.
