Continuing the agenda of the 35th session of the 18th Provincial People's Council, term 2021-2026, on the morning of December 11th, the provincial People's Council delegates held group discussions. Group 2 included provincial People's Council delegates elected from the districts of Dien Chau, Nam Dan, Quynh Luu, and the former Hoang Mai town. Comrade Ha Xuan Quang – Secretary of the Party Committee and Chairman of the People's Council of Dien Chau commune, served as the head of Group 2.

Clarifying the labor supply for businesses. In the province, Deputy Director of the Department of Education and Training Ho Thi Chau Loan stated that the implementation of Directive No. 33-CT/TU dated January 8, 2025, of the Provincial Party Committee Standing Committee "on strengthening the Party's leadership over the work of connecting labor supply and demand, solving employment problems, and attracting labor for domestic and FDI enterprises in Nghe An province, 2025-2030" falls under the responsibility of the Department of Internal Affairs.

In fulfilling its responsibilities, the Department of Education and Training has recently coordinated with the Management Board of the Southeast Economic Zone and local authorities to organize job fairs and employment exchanges to attract workers to the VSIP and WHA industrial parks. In addition, the provincial Job Placement Center has connected workers with businesses. Businesses have also directly visited communes to provide advice, information, and recruitment policies. The department has also directed vocational education institutions to strengthen cooperation with businesses to link training and human resource supply, especially skilled labor, to meet business requirements.

Regarding food safety, Deputy Director of the Department of Health Tran Minh Tue acknowledged that unsafe food is still circulating in the market. Nghe An province has a large area and complex terrain, therefore managing food safety is very difficult. In addition, consumer habits are also a factor, as consumers mainly buy food at traditional markets, making quality control very difficult. Currently, state management of food safety involves many sectors and fields, such as the Department of Agriculture and Environment, the Department of Industry and Trade, and the health sector. However, management and supervision at the local level, especially at the commune level, are not regular and continuous; coordination between different levels and sectors is also not truly effective.

Previously, the Provincial People's Committee issued regulations on the assignment, decentralization, and coordination in state management of food safety. Implementing a two-tiered local government system, relevant departments are currently advising on changes to the regulations to better suit the practical situation; in particular, there will be a strong decentralization of authority to communes and wards.

Regarding the responsibilities of the Health sector, the Department is currently advising the Ministry of Health on amending the Decree regulating certain provisions of the Food Safety Law, clarifying the management of food safety. In addition, it is strengthening inter-sectoral and specialized inspections, as well as monitoring and post-inspection of the implementation of food safety regulations. This will focus on inspecting school cafeterias, industrial zones, etc. Furthermore, it is enhancing communication and education efforts to raise public awareness of food safety in consumption.

Regarding provincial-level cultural institutions, delegate Chu Duc Thai (delegation group No. 7 – former Dien Chau district) suggested that the Department of Culture, Sports and Tourism coordinate with other departments and agencies to review provincial-level cultural institutions. Currently, many provincial-level cultural institutions are in serious disrepair, such as the Sports Training Center.

For example, at the Sports Training Center, the province has planned a North Central Sports Complex on the 72m road with an area of ​​173 hectares, but it has not yet been built due to a lack of investors. The resources allocated for repairs at the Sports Training Center are very limited. In the public investment program for the next phase, the department has also submitted two proposals to the Provincial People's Committee: the construction of a provincial sports competition center and housing for athletes.

Furthermore, the Provincial Cultural Center is also in a state of disrepair; especially after the two recent storms, several facilities, including the Nghe An Museum, were severely affected and deteriorated. Currently, the Provincial Cultural Center and Museum are undergoing repairs.

During the group discussion, delegate Ho Sy Nguyet – Delegation Group No. 5 (formerly Quynh Luu district) assessed that, although Nghe An province faced many difficulties in 2025, with the leadership and guidance of the Party Committee and the government, and the participation of all sectors of the people, socio-economic development achieved many positive results. Agreeing with the solutions proposed by the Provincial People's Committee for socio-economic development in 2026, the delegate suggested that in 2026, in addition to focusing on socio-economic development, leadership and guidance should be focused on successfully organizing the elections of National Assembly and People's Council representatives at all levels; and consolidating the organizational structure of the government at the commune level.
