Currently, Vietnam Electricity Group (EVN) is providing electricity services to over 99.65% of households nationwide, along with the huge amount of information that needs to be processed during the electricity consumption index recording period with the issuance of about 30 million electricity bills each month. Previously, when the electricity metering technology infrastructure was not yet available and digital transformation was not applied, it was impossible to unify the electricity consumption index recording schedule on the same day for a very large number of electricity customers, so it was necessary to allocate the index recording schedule over many days of the month, depending on the customer classification and each area.

With the goal of implementing digital transformation in production and business, while continuously improving quality to serve customers better, EVN has built a roadmap to gradually unify the schedule of recording electricity consumption indexes of customers using electricity in customer areas where electronic meters with remote data collection have been installed on the last day of the month. This implementation will be carried out with a roadmap for each customer group, each area and technical infrastructure, as well as in accordance with the actual exploitation of electronic meters with remote measurement for customers.

As part of that roadmap, over the past years, the Southern Power Corporation (EVNSPC) has focused all resources on investing and completing the metering infrastructure towards modernization, while vigorously promoting digital transformation in many areas, especially business and customer service. As of June 2023, in the operating area of 21 provinces and cities in the Southern region, more than 77% of EVNSPC's more than 9.2 million customers have installed electronic meters, of which over 70% have the feature of remote data collection. This is an important factor for member power companies in 21 southern provinces to proactively implement the unification of the schedule for recording electricity consumption indexes on the last day of the month in many stages, with the goal of completing 100% of customers with a schedule for recording indexes on the last day of the month by 2025.

Based on the agreement between power companies and customers, the implementation of changing the meter reading schedule is carried out to improve service quality, efficiency, transparency, and ease of understanding in the management of electricity metering, meter reading, and electricity billing for both electricity sellers and electricity buyers.

This change still ensures full customer rights, helping customers easily monitor and control the index, electricity consumption by day and number of days of each month, easily remember the monthly electricity bill payment date... through customer care apps (EVNSPC CSKH) or the customer care website (https://cskh.evnspc.vn). In addition, moving the index recording schedule to the end of the month will help the Electricity industry to correctly and fully account for electricity revenue generated each month; comply with and meet the requirements and regulations on tax payment obligations to the State, fully reflecting revenue in the fiscal year in accordance with the costs incurred in the accounting year.

During the implementation process, electricity companies will send information about the change in meter reading schedule as well as instructions to each customer on how to calculate electricity bills in the month with the change in meter reading date so that customers can understand and monitor and supervise the implementation. At the same time, electricity units will continue to propagate and disseminate policies and orientations so that customers can understand, share and accompany the electricity industry to continuously improve, innovate and further enhance electricity supply activities and customer care services on the basis of compliance with and respect for the law and regulations of the State. The electricity industry also commits to monitor, promptly handle and respond to customer inquiries and complaints within no more than 24 hours.

Through this, the Southern Power Corporation hopes that local authorities at all levels, people and electricity customers in 21 provinces and cities in the Southern region will continue to accompany and support the Electricity industry to complete the digital transformation plan, including a roadmap to change customer meter reading schedules, contributing to ensuring electricity supply for local socio -economic development.
