Changes to some targets in the action plan for science, technology development and digital transformation.

(Chinhphu.vn) - The Government has issued Resolution No. 11/NQ-CP amending, supplementing, and updating Resolution No. 71/NQ-CP dated April 1, 2025, of the Government amending, supplementing, and updating the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.

Revise the Government's Action Program for implementing breakthroughs in science , technology development, and digital transformation.

Revise, supplement, and update the indicators.

Specifically, Resolution No. 11/NQ-CP amends, supplements, and updates the indicators in Appendix I, the list of specific indicators in Resolution No. 71/NQ-CP.

Specifically, Resolution No. 11/NQ-CP omits the indicator "Percentage of state agencies implementing internal direction, management, and administration in an electronic environment" from the list of indicators in Appendix I.

At the same time, revise and update the following 6 indicators in Appendix I.

Modify, supplement, and update the tasks.

In addition, Resolution No. 11/NQ-CP also amends, supplements, and updates the tasks in Appendix II of the List of tasks to implement the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.

According to the amendment, by February 2026, the Ministry of Finance, in coordination with relevant ministries and agencies, will complete and put into operation the System for Issuing Social Insurance Numbers and Managing Family Health Insurance; the System for Managing Collections and Cards (TST); the System for Reviewing Policies (TCS); and the System for Assessing Health Insurance Claims.

By June 2026, several data centers meeting international and green standards will be established (led by the Ministry of Science and Technology, in coordination with relevant ministries and agencies).

In September 2026, a number of selected localities will collaborate with the Ministry of Science and Technology to develop a pilot project for the implementation of digital copies for some major centrally-administered cities for management and development purposes.

By December 2026, the Ministry of Finance, in coordination with relevant ministries and agencies, will complete and put into operation the National Database on Industrial Parks and Economic Zones; and the National Database on Foreign Investment and Outward Investment. The Ministry of Agriculture and Environment, in coordination with relevant ministries and agencies, will complete and put into operation the Database on Poor and Near-Poor Households; and the National Database on Land.

Also in December 2026, the Ministry of Public Security, in coordination with the Ministry of Justice, completed and put into operation the National Database on Handling Administrative Violations; the Ministry of Public Security, in coordination with relevant ministries and agencies, completed and put into operation the Database on Location Identification. The Ministry of Culture, Sports and Tourism, in coordination with relevant ministries and agencies, completed and put into operation the Database on Press Agencies; the Database on Advertising Products; the Database on Sports Achievements; and the Database on Prevention of Domestic Violence.

The Ministry of Science and Technology, in coordination with the Ministry of Foreign Affairs and relevant agencies, will report on the results of building and implementing activities to attract, utilize, and retain domestic and foreign scientists and experts capable of organizing, managing, commanding, and implementing key national tasks in science and technology, innovation, and digital transformation. The deadline for completion is December 2026.

Centrally-governed cities and some provinces are eligible to develop and implement Smart City projects. The projects will be completed and implemented in June 2028...

This resolution takes effect from January 14, 2026.

The contents implemented under the Action Program issued together with Resolution No. 71/NQ-CP dated April 1, 2025 of the Government will continue to be implemented and updated according to the amendments in this Resolution.
