After the restructuring and streamlining of the organizational apparatus, the whole country has reduced 34.9% of the central agencies, 100% of the party delegations and party executive committees; reduced 46% of provincial-level administrative units, and 66.9% of commune-level administrative units.

Notably, for the first time since 1945, the whole country reduced one administrative level (no district level organization), implementing a two-level local government.

According to the Central Committee's assessment, this result affirms the breakthrough and innovation in thinking in both leadership, direction and implementation, truly a revolution of "rearranging the country".

Pointing out a number of difficulties and obstacles in the process of implementing this revolution, the Central Committee directed many tasks and solutions to overcome them in the coming time, first of all, perfecting institutions, promoting decentralization and delegation of power associated with administrative procedure reform.

The Central Government thoroughly cuts down all unnecessary procedures, simplifies administrative procedures to the maximum, standardizes and digitizes records, makes them easy to do, easy to check, easy to monitor, suitable to the qualifications and capacity of staff, and practical requirements when operating the new organizational apparatus...

Regarding the organizational arrangement, the Central Committee requested to urgently complete the rearrangement of focal points within the Fatherland Front agencies, socio-political organizations, and mass associations at all levels assigned tasks by the Party and State.

In addition, according to the direction of the Central Government, it is necessary to arrange newspapers, magazines, and public service units under socio-political organizations (Central and provincial levels).

The Central Government also requested to arrange villages, residential groups in communes and wards and non-professional activists in villages and residential groups to suit the requirements in the new situation.

Regarding personnel work, the Central Committee requires focusing on strictly implementing newly issued regulations, especially in the assessment, training, and use of cadres, ensuring democracy, publicity, impartiality, and objectivity in a consistent, continuous, multi-dimensional manner, with criteria, linked to specific products, according to job positions and job title standards; valuing prestige within the Party and trust among the people.

According to the Central Committee's direction, personnel work must be carried out in accordance with the policy of "some in, some out", "some up, some down"; and the policy of encouraging and protecting dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good must be well implemented.

Along with continuing to arrange the positions of Party Secretary, Chairman of People's Committee, Head of Inspection Committee, Chief Inspector who are not local people, the Central Executive Committee requested to study and implement the arrangement of positions of heads of sectors, fields of inspection, court, and tax at provincial level who are not local people.

At the same time, the Central Committee requires timely replacement of incompetent, irresponsible, low-reputation, and erring officials, as well as officials in agencies, units, and localities with poor performance without waiting for the end of their term or appointment period.

Another important task that the Central Committee has thoroughly grasped is to review, build and perfect job positions suitable to the functions and tasks of each agency, unit and organization as a basis for determining the overall staffing of the political system for the 2026-2031 period.

The Central Committee noted that the assignment and management of staffing should be in accordance with the functions, tasks, characteristics, and nature of each agency, unit, and organization, and the streamlining of the political system's organizational apparatus; and the decentralization of staffing management to Party committees directly under the Central Committee.

According to the request of the Central Executive Committee, the number of deputy leaders must be arranged and assigned appropriately, ensuring that regulations are properly implemented by the end of 2030.
