Politburo member and Standing member of the Secretariat Tran Cam Tu emphasized the above requirement at the National Conference to review Party building and organization work in 2025 and deploy tasks in 2026, according to VNA.

The conference was organized by the Central Organizing Committee on December 8 at the Party Central Committee Headquarters, connecting online to 40 provincial/municipal Party Committees, Party Committees and 2,085 commune and ward level connection points.

Advise on reviewing and streamlining organizations within agencies

Speaking at the conference, Politburo member and Standing member of the Secretariat Tran Cam Tu acknowledged, highly appreciated and commended the results achieved by the Party Organization and Construction sector in 2025 and since the beginning of the term.

Regarding the tasks in the coming time, Standing member of the Secretariat Tran Cam Tu requested the Party Organization and Building sector to focus on advising on preparing personnel content and necessary conditions to successfully organize the 14th National Party Congress.

Coordinate preparations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, creating an important premise for building and perfecting the State apparatus, contributing to the successful implementation of the 14th Party Congress Resolution right from the first year of the new term.

The Standing Secretariat requested to focus on perfecting and effectively implementing the new organizational model. In particular, urgently advising on reviewing, supplementing and perfecting the institutions, functions and tasks of agencies, units and organizations in the political system to ensure smooth and synchronous operations.

Promote administrative reform to ensure efficiency, in accordance with the two-level local government model; strengthen inspection and supervision, promptly detect and resolve difficulties, problems and newly arising issues.

Along with that, continue to advise on the organization and apparatus arrangement, focusing on reviewing and streamlining organizations within agencies and units of the political system to ensure effective, efficient, and smooth operations, best serving the people and society, meeting the requirements of national development in the new period.

Personnel work "has in and out", "has up and down"

The Standing Secretariat requested the Party Organization and Building sector to advise on timely, effective and synchronous implementation of institutions on personnel work; in particular, focus on seriously implementing newly issued regulations, especially in the assessment, training and use of cadres, ensuring democracy, publicity, impartiality and objectivity in accordance with the policy of "in and out", "up and down" in personnel work.

Standing member of the Secretariat Tran Cam Tu emphasized the need to effectively implement the policy of encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good. Pay attention to discovering, training, fostering and making use of talents, attach importance to building a team of scientific and technical cadres, female cadres, young cadres, ethnic minority cadres, state-owned enterprise management cadres, strategic-level cadres and grassroots cadres.

Strengthen staff for difficult areas and key fields. Promptly replace, resign, and dismiss irresponsible, low-reputation, and incompetent officials in terms of capacity and performance without waiting for the end of their term or appointment.

Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission Le Minh Hung affirmed that the tasks assigned by the Standing Secretariat are not only requirements for 2026 but also strategic orientations for the entire next term.
