Politburo member and Standing Committee Secretary Tran Cam Tu emphasized this requirement at the National Conference summarizing Party building and organization work in 2025 and implementing tasks for 2026, according to VNA.
The conference, organized by the Central Organizing Committee, was held on December 8th at the Party Central Headquarters, connecting online to 40 provincial/city Party committees and 2,085 commune/ward-level Party committees.
Advising on the review and streamlining of internal organizations within agencies.
Delivering a keynote address at the conference, Politburo member and Standing Committee Secretary Tran Cam Tu acknowledged, highly appreciated, and commended the achievements of the Party Organization and Construction sector in 2025 and since the beginning of the term.
Regarding future tasks, Standing Committee member of the Party Central Committee Tran Cam Tu requested that the Party Organization and Personnel Department focus on advising and preparing the necessary content regarding personnel and other conditions to successfully organize the 14th Party Congress.
Coordinating preparations for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term will create an important foundation for building and consolidating the State apparatus, contributing to the successful implementation of the Resolution of the 14th Party Congress right from the first year of the new term.

The Standing Committee of the Party Central Committee requested a focus on perfecting and effectively implementing the new organizational model. This includes urgently advising on the review, supplementation, and improvement of the institutions, functions, and tasks of agencies, units, and organizations within the political system to ensure smooth and synchronized operation.
Promote administrative reform to ensure efficiency and suitability with the two-tiered local government model; strengthen inspection and supervision, promptly detect and resolve difficulties, obstacles, and newly arising issues.
In addition, we will continue to advise on the reorganization of the apparatus, focusing on reviewing and streamlining the internal organizations of agencies and units within the political system to ensure efficient, effective, and smooth operation, best serving the people and society, and meeting the requirements of national development in the new period.

The Standing Committee of the Party Central Secretariat requested the Party Organization and Personnel Department to advise on the timely, effective, and synchronized implementation of institutional frameworks for personnel work; in particular, focusing on the serious implementation of newly issued regulations, especially in the evaluation, training, and utilization of cadres, ensuring democracy, transparency, impartiality, and objectivity in accordance with the principle of "in and out," and "promotion and demotion" in personnel work.
Permanent member of the Party Central Committee Tran Cam Tu emphasized the need to effectively implement the policy of encouraging and protecting dynamic, creative cadres who dare to think, dare to act, and dare to take responsibility for the common good. Attention should be paid to identifying, training, nurturing, and utilizing talent, and to building a team of scientific and technical cadres, female cadres, young cadres, ethnic minority cadres, state-owned enterprise managers, strategic-level cadres, and grassroots-level cadres.
Strengthen the workforce in difficult areas and key sectors. Promptly replace, dismiss, or remove from office those officials who are irresponsible, have low credibility, or are weak in competence and performance, without waiting for the end of their term or appointment.

Politburo member, Central Committee Secretary, and Head of the Central Organization Department Le Minh Hung affirmed that the tasks assigned by the Standing Committee of the Party Central Committee are not only requirements for 2026 but also strategic directions for the entire next term.
The Party Organization and Construction sector hopes to continue receiving the attention, leadership, and guidance of the Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Committee of the Secretariat so that the work of Party organization and construction, and the building of the political system, can achieve more comprehensive results, contributing to enhancing the leadership capacity and fighting strength of the Party, and better meeting the requirements and tasks of national development in the new period.
On this occasion, the Central Organizing Committee awarded the Emulation Flag to 5 collectives, and Certificates of Merit to 13 collectives and individuals who had achieved outstanding results in 2025.
