Institutions are removed, resources are unlocked: New driving force for real estate projects in the south

(Chinhphu.vn) - In the context that the National Assembly, the Government and ministries and branches are focusing on removing major legal bottlenecks to unblock hundreds of backlogged projects across the country, the real estate market in Ho Chi Minh City and the Southeast region has recorded many remarkable changes. A series of new mechanisms - from Resolutions 170 and 171 to guiding decrees - have opened up important corridors to handle long-standing projects, promote the development of social housing and create new motivation for businesses.

Regarding this issue, a reporter from the Government Electronic Newspaper had an interview with Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association (HOREA).

How do you evaluate the process and results of removing difficulties and obstacles for the real estate market and real estate projects in the southern provinces and cities?

HOREA Chairman Le Hoang Chau: The biggest problem with the real estate market is institutional problems. Legal institutions are a barrier, but if legal institutions are solved, they will become a driving force for development, a resource for development and a competitive advantage for the country, and the same is true for the real estate market.

Recently, the Politburo , the National Assembly and the Government have issued many policies to make the legal system a driving force for the country's development, including the real estate sector.

The Politburo has issued four major resolutions, namely resolutions 57, 59, 66 and 68. Of which, Resolution 66 -NQ/TW is to guide the removal of legal institutional obstacles, aiming to build the country's legal institution closer to international standards. At the same time, the construction of legal institutions must be consistent with the country's development characteristics, to serve the development practices of Vietnam, thereby removing practical obstacles and promoting economic development. Meanwhile, Resolution 68 -NQ/TW is a resolution on private economic development, identifying the private economy as the biggest driving force for national development.

To resolve the backlog and problems of projects, the National Assembly issued very special resolutions. Accordingly, in Resolution 170/2024/QH15, for the first time, the National Assembly issued a list of 64 problems and the National Assembly directly assigned a mechanism to resolve them, including 49 projects in Da Nang City, 11 projects in Khanh Hoa and 4 projects in Ho Chi Minh City.

The National Assembly has never issued a resolution with such a specific mechanism. The Ho Chi Minh City Real Estate Association is currently proposing that the National Assembly continue to apply that mechanism to a number of other similar projects.

Along with that, the National Assembly also issued Resolution 171/2024/QH15 (Resolution 71) allowing the implementation of a pilot commercial housing project for enterprises that have agreed to receive land use rights for residential land and other land or receive land use rights for land other than residential land for commercial housing or are currently holding the right to use land other than residential land for commercial housing projects.

Based on the policy of the National Assembly when issuing Resolution 171, the Government issued Decree 75/2025/ND-CP to guide the implementation of Resolution 171 of the National Assembly on this pilot issue.

Based on the National Assembly's policy and the Government's implementation instructions, some localities have pioneered and applied this mechanism. According to statistics, before merging with Ho Chi Minh City, on June 25, 2025, the People's Council of Binh Duong province (old) met to pass a Resolution allowing 201 land plots with more than 983 hectares to be piloted according to Resolution 171.

By September 2025, the (new) HCMC People's Council approved the first phase with a total of 54 land plots, with an area of ​​more than 6 million square meters, of which the rice-growing land area expected to change its purpose is nearly 213,000 square meters, to be piloted according to Resolution 171.

The Ho Chi Minh City Real Estate Association believes that, under the conditions of the three similar areas, Ho Chi Minh City needs to continue to boldly promote the removal of difficulties for the next pilot projects under Resolution 171 to soon free up resources, creating conditions for the city's socio-economic development.

Currently, after Horea's reflection, the Department of Agriculture and Environment of Ho Chi Minh City continues to propose the second phase for the pilot land plots according to Resolution 171 in 2 areas: Ho Chi Minh City (old) and Ba Ria - Vung Tau area.

Regarding the removal of obstacles to develop social housing (NOXH) with the target of 1 million units by 2030. According to Horea's assessment, the completion is a basis for implementation.

If the period from 2025 onwards, due to many difficulties and legal institutional problems, resources could not be mobilized to develop social housing. Now, the institutional problems have been resolved with many policies, in which Resolution 201/2025/QH15 (Resolution 201) of the National Assembly is a specific policy mechanism to develop social housing. Based on Resolution 201, the Government issued Decree 192/2025/ND-CP. Recently, the Government issued Decree 261/2025/ND-CP to continue to amend difficulties for home buyers, such as raising the income standard of social housing subjects to 20 million VND per person, 40 million VND for couples. And single people with children under 18 years old are 30 million VND. In addition to the standard regulations, the Decree also has a soft mechanism, which is that if the ratio between the average income per capita of the locality compared to the average income per capita of the whole country is higher, it will be adjusted to increase by that amount.

Horea hopes that the policies issued by the National Assembly and the Government for social housing buyers, along with preferential mechanisms for businesses as well as the selection of key localities for social housing development, will create a new push to complete the goal of 1 million social housing units by 2030.

How do you evaluate the results of resolving difficulties and obstacles for real estate projects in Dong Nai province, especially the resolution of difficulties and obstacles for projects of Horea members such as Novaland, Hung Thinh, Nam Long, DIC... and lessons for other localities?

HOREA Chairman Le Hoang Chau: It must be said that thanks to the Central agencies conducting inspections, checks, audits, as well as working with Dong Nai province to remove obstacles and support the province, in recent times, many key projects in Dong Nai province have been resolved.

A typical example is Novaland's Aqua City project. Thanks to the intervention of central agencies and the close coordination of Dong Nai province's leaders, the project has now been approved for a detailed planning of 1:500 (previously approved at 1:2000). This is the biggest solution for the Aqua City project. In addition, a project in Cu Lao of Son Tien company, the Son Tien Urban Area Project, in cooperation with Hung Thinh, has also been resolved by central agencies in coordination with Dong Nai province's leaders to resume operation. These are two typical projects that have been resolved.

As for many other real estate projects being invested and implemented in Dong Nai province, they are currently receiving attention and favorable conditions in administrative procedures and investment.

From the lessons of previous courses, the leaders of Dong Nai province today are determined to promote administrative procedure reform, creating the most favorable conditions for investors in the province, not only in the real estate sector but also in all fields in the spirit of respect for the law.

With Long Thanh International Airport about to be put into commercial use as well as the preparation to start construction of roads and bridges connecting Dong Nai with Ho Chi Minh City, how do you assess the potential for socio-economic development of Dong Nai province in the coming time?

HOREA Chairman Le Hoang Chau: Dong Nai is a locality that is developing very strongly. The old Dong Nai area is considered a leading industrialized province in the Southeast region. Meanwhile, Binh Phuoc (formerly) has developed industrialization at a very fast pace in the past 10 years. Therefore, merging Binh Phuoc into Dong Nai to become the new Dong Nai province will help the province have more potential and room for industrial development.

In particular, Long Thanh International Airport, which is about to be put into commercial use, is expected to be the "locomotive" to promote socio-economic development of Dong Nai province.

Long Thanh International Airport will play a role in connecting trade, including trade of goods between Vietnam and the world and vice versa. This will create a great driving force for the logistics industry of the region to develop more strongly. In addition, other items in the vicinity of Long Thanh International Airport have enough space to develop a modern aviation center, diverse aviation and non-aviation services. From there, create an airport city model, focusing on air cargo transportation services to promote industrial centers, commercial services, logistics, conferences, offices, restaurants, hotels, etc.

Strengthening the connection between Dong Nai and Ho Chi Minh City, especially the preparation for the construction of many bridges connecting Dong Nai with Ho Chi Minh City, will create great development advantages by forming a seamless economic-urban development space, promoting industrial, logistics and service growth, reducing traffic congestion and creating a driving force for sustainable development for both localities as well as the entire Southeast region.
