The report is based on data from 146 countries and is being published for the first time by UNESCO. Specifically, the rate of participation in higher education currently stands at 43% of the population of university age.
UNESCO recognizes that the increasing demand for higher education demonstrates the crucial role of education in sustainable social development. Furthermore, geopolitical issues, epidemics, or economic factors do not hinder students from studying abroad.
Traditional study destinations like the US, UK, Australia, and Canada receive 50% of international students globally. Meanwhile, Türkiye, the UAE, China, and South Korea are emerging educational hubs.
However, regional disparities remain significant. Western Europe and North America have around 80% of their youth attending university, while sub-Saharan Africa has only 9%. Therefore, this expansion has not been accompanied by equal opportunities. Only one-third of the world's countries offer free tuition at public universities, and the global graduation rate has only increased slightly from 22% in 2013 to 27% in 2024.
The report also warns of budgetary pressures, digital inequality, and restrictions on academic freedom, as global education systems must adapt to technological and geopolitical changes.
