
In his opening speech, Deputy Minister of Justice Phan Chi Hieu said that under the direction of the Party Central Committee, the Politburo and General Secretary To Lam, the drafting of the documents to be submitted to the Congress has had new ways of doing things, new approaches and contains many new contents.
In particular, the Deputy Minister emphasized that, regarding the new approach, in the spirit of the General Secretary 's general direction, the Document must be action-oriented, specific and clear so that it can be implemented immediately. Therefore, unlike previous Congresses, the Document submitted to the 14th Congress has an additional draft Action Program so that related work can be implemented immediately.
In terms of form, the documents submitted to the Congress also have many new points; including the integration of contents in component reports such as the Socio -Economic Report prepared by the Government, the Report on Party Building Work in the Political Report to be able to comprehensively and deeply evaluate, avoiding duplication of the results of implementing the Resolution of the 13th Congress. At the same time, it also fully and accurately determines the orientations and tasks, especially the key orientations, breakthrough solutions to be implemented during the term and the following terms.
The contents of the draft documents also have many new points. According to the Report of the Document Subcommittee, there are 18 new issues in the documents submitted to the 14th Congress. On that basis, the Deputy Minister requested the delegates to focus on discussing and contributing ideas to complete the draft documents submitted to the Congress.
Draft Political Report is concise, with many new ideological contents.
At the workshop, the comments highly appreciated the quality of the draft documents with new thinking, ways of doing, and approaches to problems, with many new, concise, and profound ideas; covering related issues, closely and accurately assessing the achieved results, and also frankly pointing out the limitations, clearly defining viewpoints, goals, directions, tasks, and solutions, especially key tasks and breakthrough solutions.
The draft Political Report is concise, concise, general but also specific in many contents, facilitating implementation in the coming time. In particular, the comments highly appreciated the development of the draft Action Program accompanying the Political Report.
Agreeing with the draft Political Report's clear determination to continue building and perfecting comprehensively and synchronously the institution for rapid and sustainable development of the country, in which perfecting the political institution is the key, the economic institution is the focus, and other institutions are very important, many delegates suggested clarifying, emphasizing and elevating the content on institution building in the draft Document to ensure it is commensurate with the role of this work in the new development stage of the country.
Summarizing the comments of the units, Dr. Nguyen Van Cuong, Director of the Institute of Strategy and Legal Science, Ministry of Justice, proposed to add to the draft Political Report submitted to the Congress the following content: "The building and perfecting of the Vietnamese socialist rule-of-law State of the people, by the people and for the people, led by the Communist Party of Vietnam, is being increasingly implemented resolutely, comprehensively and synchronously.
The State apparatus has been streamlined, effective and efficient; the administration has been reformed in a professional and modern direction. There have been many important and timely instructions on innovating the work of law making and enforcement, removing obstacles and inadequacies caused by legal regulations. The thinking of law making has been innovated; the legal system continues to be synchronously perfected; the work of organizing law enforcement has made much progress.
Thereby, highlighting the Party's leadership role in innovating legal thinking; at the same time acknowledging the substantial progress in perfecting institutions and administrative reforms, in line with the spirit of building a rule-of-law State of the people, by the people and for the people.
Controlling power with digital institutions
Commenting on the institutional content of the draft documents, Professor, Dr. Phan Trung Ly, former Chairman of the National Assembly's Law Committee, suggested adding more assessment and proposing solutions for improvement. "The documents need to assess the role and point out current institutional bottlenecks in order to identify solutions for improvement," said Mr. Phan Trung Ly.

Along with that, Professor, Dr. Phan Trung Ly also proposed to more clearly express the content of principles and requirements for perfecting the socialist rule of law state of Vietnam.
Accordingly, the Document needs to emphasize the content of continuing to perfect the Vietnamese socialist rule-of-law state in the direction of creating development, modern rule of law, integrity, effectiveness, efficiency, serving the people and promoting innovation; promoting digital transformation in national governance, controlling power with digital institutions, enhancing accountability, publicity and transparency in public service activities, ensuring all power is strictly controlled by the Constitution and laws, for the goal of rapid, sustainable, self-reliant and happy development of the people in the new era.
Dr. Ngo Van Nhan, Hanoi Law University, proposed to add to the draft document a number of contents reflecting the guiding spirit of Resolution 27-NQ/TW on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period; adding the goal of increasing the international competitiveness of the Vietnamese legal system.
Concerned about the issue of perfecting the development institution, many delegates proposed to clarify the content of the institution for rapid and sustainable development of the country; the relationship between institutions, especially the leadership role of political institutions towards other institutions. Along with that, it is necessary to approach the development institution in a broad sense, including not only laws, mechanisms, policies but also the apparatus, people, operating mechanisms of implementation mechanisms, inspection and supervision institutions of sanctions...
Concluding the workshop, Deputy Minister of Justice Phan Chi Hieu requested the Institute of Strategy and Legal Science to fully synthesize the opinions expressed at the workshop, organize in-depth research, fully absorb reasonable opinions and advise the Ministry's leaders and the Party Committee of the Ministry of Justice to continue to perfect the Report on comments on draft documents sent to competent authorities, ensuring that the proposed amendments are concise, complete, convincing and clear.
