More power and strength for cooperatives

In the general context of the collective economy , cooperatives are also one of the areas directly affected by the process of merging provincial and commune-level administrative units. Today, cooperatives are not only a simple production model but also a "support" for farmers to access markets, finance, technology and public policies. Therefore, adjustments and changes in state management agencies, especially at the local level, have a direct impact on the operation and efficiency of cooperatives.

With the new commune level, the interaction and direct support between the government and cooperative entities will become increasingly stronger. The People's Committee at the commune level can quickly grasp the difficulties and obstacles that cooperatives are facing to promptly advise and support. In addition, when the new provincial level has greater resources, cooperatives can access more support policies, thereby increasing the ability to promote trade, advertise products and expand markets.

According to Mr. Ngo Van Sinh, Director of Hoa Tien 1 Production and General Business Service Cooperative, after the merger of the commune, the opportunities for cooperatives in production and business will be clearer, especially in terms of larger product consumption markets. Thereby, helping cooperatives increase the number of potential customers, easily access inter-regional cooperation, and develop larger supply chains.

What is especially important for cooperatives is that access to information and support resources will become easier. Moreover, in the new commune, there are many cooperatives with similar production lines, which will help units have more opportunities to share and exchange experiences; at the same time, there are opportunities to link together to expand the scale of production and business. However, it also sets higher competitive requirements for each cooperative, which is to increasingly improve the quality of products and services or they will be eliminated from the market.

Ms. Vo Thi Le, Director of Go Noi Clean Agricultural Products Cooperative, said that unlike the previous situation of "running back and forth" from the commune to the district, now she is supported by the new commune-level government with very quick procedures. Previously, she was the Deputy Director of Dien Phong Agricultural Cooperative (doing business in electricity, water and agricultural products), Ms. Le wanted to separate the chili sector to specialize and increase the value of the products.

Last September, she started to prepare documents to establish a new Go Noi Clean Agricultural Products Cooperative. After only 3 days of submitting the documents, she received the results and completed the procedures to establish the cooperative. "Compared to the time of establishing Dien Phong Agricultural Cooperative in March 2025, the processing speed this time can be said to be very fast and convenient," Ms. Le said excitedly.

In addition to legal procedures, the merger of the three communes of Dien Phong, Dien Quang and Dien Trung into Go Noi commune also brought a big boost to this cooperative. When she was still at the old cooperative, Ms. Le's biggest concern was the flooding in the low-lying area of Dien Phong, causing difficulties in storage and production.

However, after the merger, the cooperative was facilitated by the commune government to rent land in the new area of Dien Quang and Dien Trung - where the terrain is higher, helping to minimize damage caused by natural disasters; thereby not only solving the "settlement" problem but also expanding the raw material area for the cooperative. Instead of being limited to 5 hectares with 47 associated households in Dien Phong as before, the cooperative now has the opportunity to expand the raw material area to the entire large Go Noi commune.

In addition to the opportunity to expand the market, the merger of administrative units also poses initial difficulties for cooperatives. Ms. Ngo Thi Loc, Director of Loc Nhien Phat Production and Trading Cooperative, is having a "headache" over the cost of product packaging and labels. "We are forced to reprint all new place names on the packaging. With the cost for each product line reaching tens of millions of VND, the total is estimated at nearly 100 million VND. This is not a small number for an agricultural cooperative.

In the coming time, the Cooperative hopes that the authorities will have more policies to support businesses. After the merger, it is expected that the level of support from the city will increase further, especially in trade promotion, consumption connection and land and factory policies and mechanisms so that the Cooperatives can confidently expand production.
