Currently, a tropical depression is active in the coastal area of East Malaysia. At 13:00 on November 28, the center of the tropical depression was at about 4.1 degrees North latitude, 104.3 degrees East longitude with the strongest wind near the center reaching level 6-7, gusting to level 9, moving in the Northeast direction at a speed of about 15 km/hour.

On the same day, November 28, the National Steering Committee for Civil Defense issued Official Dispatch No. 35/CD-BCĐ-BNNMT to the People's Committees of coastal provinces and cities from Da Nang to An Giang; the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Foreign Affairs, Science and Technology; and Vietnam Television, Voice of Vietnam and Vietnam News Agency to request proactive response to the tropical depression near the East Sea.
The Steering Committee requested localities and ministries and branches to closely monitor the development of the tropical depression; strictly manage vessels going out to sea; organize counting and notify vessel owners and captains to clearly understand the location, direction of movement and developments of dangerous weather areas in order to proactively avoid, escape or not move into dangerous areas.
Rescue forces must be prepared in terms of people and equipment.

Vietnam Television, Voice of Vietnam, Vietnam News Agency, the coastal information station system and press agencies from central to local levels should strengthen communication so that authorities at all levels, boat owners and people can promptly grasp information and proactively respond.
Ministries and branches, according to their assigned functions and tasks, proactively direct and coordinate with localities to deploy response measures. The on-duty work must be carried out seriously and regularly reported to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment ).
According to the meteorological agency, this tropical depression originated from storm Senyar, moving from the Indian Ocean region, passing through Malaysia to the Northwest Pacific region.
Meteorological experts say this is a rare case in the history of world meteorology. Normally, storms and tropical depressions rarely form at latitudes below 5 because of the Coriolis force - a force that causes objects to move in a small deviation. That is also the reason why the South has fewer storms than the North and Central regions.
The appearance of a tropical depression further complicates the developments and impacts of storm No. 15 on our country.
