The Ho Chi Minh City People's Council has just deployed an application software to manage the People's Council meetings at the commune level. This demonstrates innovation in working methods, improving the effectiveness of supervision activities, serving voters' contacts and activities at People's Council meetings at all levels.

Comrade Vo Van Minh, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council, said that the deployment of this application software aims to concretize the implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Thereby, it demonstrates the pioneering spirit of Ho Chi Minh City in comprehensive digital transformation of the government system, including the People's Councils at all levels.

Comrade Vo Van Minh emphasized that the deployment of software for managing People's Council meetings is not only an application of information technology in office work, but also a breakthrough in innovating working methods, improving the efficiency of supervision activities, serving voters' contact and activities at People's Council meetings at all levels, especially the resolution of issues under the authority of the People's Council according to the law.

“This software is expected to make the activities of the People's Councils at two levels in the city operate smoothly, continuously, effectively, and serve the people and businesses well, in line with the spirit of "digital transformation for the people" as set out in Resolution 57-NQ/TW,” Comrade Vo Van Minh emphasized.

The software system is designed to connect data between the City People's Council and the Commune People's Council, helping to synthesize information quickly, accurately, and transparently, better serving the leadership, management, and monitoring of the implementation results of the People's Council's resolutions.

For effective implementation, the Chairman of the City People's Council requested units to unify from awareness to action, focusing on 3 key groups of tasks: updating and standardizing data on the system; updating monitoring data, contacting voters, and people's feedback; ensuring technical infrastructure and organizing training.

It is necessary to fully update documents, resolutions, and conclusions of previous sessions; enter data for upcoming sessions. This is the basic database for the People's Council at the grassroots level, helping to look up quickly, synchronously, and transparently. At the same time, each People's Council at the commune level must proactively enter data on monitoring, contacting voters, and people's feedback; proactively enter data on monitoring, results of handling voters' recommendations, and complaints. This system will allow the Standing Committee of the City People's Council to monitor online the progress of handling by administrative agencies, contributing to enhancing accountability and transparency to the people.

According to the Chairman of the City People's Council, although it is a trial phase, all data entered in this phase is real data, serving real work. Once completed, this software will become a unified system for the entire city. Therefore, the Commune People's Council needs to consider this a key task in the fourth quarter of 2025, associated with preparations for the regular year-end meeting. The results of software operation are a specific criterion in evaluating the performance of the Standing Committee of the Commune People's Council in the period 2025-2026.

Units need to ensure technical infrastructure and organize training, assign technical staff, and coordinate with the City People's Council office to promptly remove difficulties and problems during the testing phase to complete the software.

The general spirit under the direction of comrade Vo Van Minh in this testing phase is: "real use, real data, real efficiency". All data entered into the system will be directly connected with the City People's Council. This is a unified digital parliament management platform. The city will not re-deploy another system, but will upgrade directly on this platform. Therefore, all localities need to seriously, accurately, promptly deploy, ensure data quality from the beginning and the Standing Committees of the People's Councils of communes, wards and special zones also proactively implement the roadmap, report results and reflect difficulties for timely handling, ensuring smooth operation of the entire system.

Through the above activities, the city leaders continued to affirm: Ho Chi Minh City - the country's innovation center will continue to take the lead in implementing Resolution 57-NQ/TW, turning digital transformation into a key driving force for the development of smart urban government, contributing to the socio -economic development of the city in particular and the country in general, towards serving people and businesses better and better.
