The emulation movement spread widely, creating an atmosphere of solidarity and innovation throughout the system.
According to the Report of the National Assembly Standing Committee on summarizing emulation and reward work in the 2020 - 2025 period, directions and tasks for the 2025 - 2030 period, in the 2020 - 2025 period, implementing Directive No. 34-CT/TW of the Politburo "On continuing to innovate emulation and reward work" and Directive No. 41/CT/TW of the Politburo "On strengthening the Party's leadership over emulation and reward work in the new situation", the Law on Emulation and Reward 2022, the National Assembly Standing Committee has issued, amended and completed many important normative documents on emulation and reward; established the Emulation and Reward Council of the National Assembly Standing Committee and completed the Standing Committee of the Council.
The Standing Committee of the National Assembly and the agencies of the National Assembly have also developed annual action (emulation) plans, closely linking each movement with the tasks of the National Assembly.
In 2021 - 2022, the motto will be implemented: "Proactive legislation - Effective supervision - Timely decisions - Breakthrough development". In 2023, the emulation work will aim to build a "professional, modern" National Assembly. Accordingly, the content of this motto is "Solidarity, discipline, innovation, creativity for a professional, modern National Assembly".
In 2024 - 2025, the National Assembly Standing Committee launched an emulation movement to celebrate the "80th Anniversary of the First General Election to elect the National Assembly of Vietnam (1946 - 2026)", continuing to innovate the organization and improve the quality of the National Assembly's activities with the motto "Democracy, rule of law, modernity, professionalism, science, publicity, transparency, effectiveness and efficiency"; emulating to continue studying and following the ideology, morality and style of President Ho Chi Minh, emulating to successfully implement the Resolution of the 13th National Party Congress. For the first time, the launching of the emulation movement was synchronously deployed to the agencies of the National Assembly, the National Assembly Office and the National Assembly delegations immediately after Resolution No. 44/2024/UBTVQH15 of the Standing Committee of the National Assembly was issued.
At the same time, responding to emulation movements launched by the Prime Minister, the National Assembly Standing Committee has been proactive and creative in concretizing specific action programs in accordance with its functions and tasks.
In general assessment, the Report stated that the emulation and reward work of the National Assembly Standing Committee for the 2020-2025 period has achieved outstanding results in terms of political and legal significance and leadership methods, clearly demonstrating the spirit of innovation of the National Assembly standing body.
In particular, emulation and reward work is closely linked to key political tasks, creating a driving force for the successful implementation of the entire term's work program. Emulation movements are launched at the right time, practically, closely related to functions and tasks; not scattered, not formal. The movement "Proactive legislation - Effective supervision - Timely decisions - Breakthrough development" has become a typical action slogan of the 15th National Assembly, helping to improve efficiency and quality in all stages of operation. The Standing Committee of the National Assembly has issued many important legal documents, creating a complete legal corridor for emulation and commendation work in the National Assembly, typically Resolution No. 43/2024/UBTVQH15, Resolution No. 44/2024/UBTVQH15 amended and supplemented a number of articles according to Resolution No. 79/2025/UBTVQH15 of the Standing Committee of the National Assembly.
Emulation and rewards are included in the annual work plan, considered a criterion to evaluate the level of task completion of each individual and each agency of the National Assembly. The emulation movement has spread widely, creating a spirit of solidarity and innovation throughout the system, in the Ethnic Council, the National Assembly Committees, the National Assembly Office, the advisory and support agencies of the National Assembly Party Committee to the National Assembly delegations of provinces and cities, to each individual cadre, civil servant, public employee, and worker at agencies and units. Movements closely linked to practice such as COVID-19 prevention and control, legislative work, supervision, decision-making on important national issues, digital transformation, temporary housing elimination, administrative reform, etc. have demonstrated their spreading power and positive social impact.
The work of commendation has been innovated in a practical, timely, fair and transparent manner. The application of the Certificate of Merit of the Standing Committee of the National Assembly has shortened the commendation process in accordance with regulations; giving priority to women, encouraging young people, ethnic minorities and people with initiatives.
Emulation has become the working culture of cadres, civil servants, public employees and workers in the agencies of the National Assembly. The emulation movement is not only a management tool, but also forms a new standard of public service behavior - "do all the work, not all the hours"; demonstrating the spirit of dedication, discipline, responsibility and creativity of the cadres, civil servants, public employees and workers in the agencies of the National Assembly.
The application of information technology and digital transformation in emulation and reward work has made great progress. The construction of a database and management of electronic emulation and reward records has helped to improve transparency, significantly reduce the time for processing records, and contribute to building a database ecosystem and unified management in the National Assembly agencies.
Create effective changes in quality and quantity in three pillar areas
The emulation movements have created effective changes in quality and quantity in all three pillars of the National Assembly Standing Committee. In particular, in terms of legislation, the research and review of 282 laws and legal resolutions has been completed; nearly 99% of legislative tasks have been exceeded; and the quality of policy review and criticism has been improved.
Supervision and decision-making activities on important national issues: Successfully organized 8 question-and-answer sessions at National Assembly sessions and 6 question-and-answer sessions at meetings of the National Assembly Standing Committee; handled 18,927 voters' petitions, submitted to the National Assembly 90 important contents on economy, society, finance, and budget; issued 43 resolutions on allocation and adjustment of medium-term public investment plans, state finance and budget plans; 395 resolutions on personnel work and apparatus organization.
Issued 88 resolutions on administrative unit arrangement; ended the operation of 696 district-level administrative units and 7,277 communes; innovated personnel structure, streamlined operations, effectiveness and efficiency. The arrangement of administrative units at all levels has been basically completed, ensuring progress and quality, creating conditions for synchronously putting the 2-level local government model into operation nationwide from July 1, 2025.

From the practice of directing and organizing emulation and reward work in the 2020 - 2025 period, the National Assembly Standing Committee has drawn the following 5 important groups of lessons:
Lessons on ideology and orientation: We must thoroughly grasp President Ho Chi Minh's ideology: "Competition is patriotism, patriotism requires emulation; those who emulate are the most patriotic." Emulation must originate from political goals and national interests, not just from administrative targets; must be closely linked to core tasks, with effectiveness as a measure.
Lessons on organization and leadership: The leader must directly lead the emulation movement and be responsible for the results; consider participation in emulation as a criterion to evaluate the capacity, prestige and responsibility of leaders and managers.
Lessons on coordination and management: There must be close, substantial, "early - from afar" coordination between the National Assembly Standing Committee and the Party Committees at the Central level, the Government, the Central Committee of the Vietnam Fatherland Front and its member organizations, and relevant agencies to unify direction and management, especially in inter-sectoral tasks such as legislation, supervision, digital transformation and administrative reform.
Lessons on innovation and motivation: It is necessary to innovate the reward work in a practical, timely, fair and transparent manner; focus on discovering - nurturing - replicating advanced models; encourage initiatives and creativity in public service.
Lessons on methods and technology: It is necessary to promote the application of information technology and digital transformation in the entire emulation and reward process - from registration, scoring, approval, to rewards and data storage; perfect the interconnected database on emulation and rewards; consider this a strategic breakthrough to form a "Digital National Assembly - Digital Emulation - Smart Rewards".
