At the press conference announcing detailed information about the high school graduation exam from 2025 this afternoon, Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training emphasized that with 36 subject combinations, the possibility of overlapping exam times is very high. At the same time, the number of candidates wanting to take 3-4 elective subjects is not much and this can easily cause waste.
"Therefore, candidates are only allowed to take 2 compulsory subjects and 2 elective subjects. This is also a beneficial option for the majority, saving time, effort, reducing costs and pressure," said Mr. Ha.

Regarding the exam, the Ministry of Education and Training is researching the structure, format, and question bank, actively organizing seminars, and inviting experts to give their opinions. The general view is that the exam must meet the goal of assessing capacity, suitable for the first generation of students following the new general education program.
In addition, the format of the high school graduation exam from 2025 will balance the subjects, avoiding large differences in scores between some Natural Science and Social Science subjects. The content of the exam will mainly be in the 12th grade program.
As for students who fail to graduate in 2024, the Ministry will consider organizing a separate graduation exam, ensuring the content and method are consistent with the program they studied. "Students can rest assured that they will not study the 2006 program but take the 2018 exam," said Mr. Ha.
According to the plan announced by the Ministry of Education and Training, from 2025, candidates will take two compulsory subjects including Math and Literature and two elective subjects from the following subjects: Foreign Language, History, Geography, Physics, Chemistry, Biology, Economic and Legal Education, Information Technology, and Technology.
The Literature subject is tested in essay format, the remaining subjects are tested in multiple-choice format. The test content closely follows the new general education program.
The Ministry of Education and Training has developed a plan for the 2025 high school graduation exam based on three major principles. First, based on resolutions of the Party and the Government, emphasizing keywords such as "the exam must reduce pressure", "simplify", "reduce costs for society".
Second, the exam closely follows the goals of the new general education program. Third, the exam inherits the experience of recent years in high school graduation exams.
