14 provinces and cities in the Central region were assigned to recruit more than 6,500 new teachers, but after one year, only nearly 70% were recruited.
The information was presented at the Conference on Education and Training Development in the North Central and Central Coast regions to 2030, with a vision to 2045, organized by the Ministry of Education and Training in Quang Tri on July 14.
According to the Ministry, in the 2021-2022 school year, the whole region has 12,322 preschool, general and continuingeducation facilities. Of which, 3.8 million students attend general schools (from primary to grade 12). The total number of teachers is 258,255 people.
At the beginning of the last school year, the provinces in the region were given more than 6,500 teachers, but so far only 4,530 have been recruited. Of these, preschool and primary schools have the largest number of teachers with more than 3,300, while the rest are secondary and high schools. Most provinces have not recruited enough teachers to meet their assigned quota.

This leads to the teacher/class ratio at all levels being lower than the norm (1.2-3.1 teachers/class, depending on the level). The lack of teachers affects the universalization of preschool education for 5-year-old children and the implementation of the Preschool Education Program. At the primary and secondary levels, provinces lack teachers to teach new subjects in the 2018 General Education Program.
In addition, the structure of teachers among subjects and levels of education is not uniform, and there is still a local surplus or shortage in localities and schools. For example, in Quang Tri province, at the junior high school level, there are a surplus of teachers in the subjects of Literature, Mathematics, and Natural Sciences , while there is a shortage of teachers in the subjects of Arts, History, Geography, Physical Education, Foreign Languages, Civic Education, and Information Technology. Therefore, schools often arrange for Literature teachers to teach Civic Education, and Math teachers to teach Technology and Information Technology. At the high school level, there is a shortage of teachers in all compulsory subjects. The total number of teachers lacking in this province is more than 300.

Explaining the failure to recruit enough teachers, the provinces said that policies on using and treating teachers still have some shortcomings, and have not created material and spiritual motivation to encourage and attract them.
The decentralization of teacher recruitment at the local level still has many shortcomings, leading to local teacher surplus and shortage. The specialized agency, the Department of Education and Training, is not the unit in charge of recruitment, so it is not proactive in regulating the number and structure of staff by subject and grade level, and is not proactive in regulating the surplus and shortage of teachers.
Deputy Minister of Education and Training Hoang Minh Son added that the reason is the insufficient source of teachers. Meanwhile, the number of people quitting their jobs and leaving the industry tends to increase in some areas, increasing the pressure on the shortage of teachers.
Mr. Son said that the goal by 2030, with a vision to 2045, of the education sector is to ensure that the teaching staff is sufficient in quantity and quality. In addition, teachers need to enjoy benefits and policies to feel secure in their work and stay committed to their profession.
By the end of 2022, the country will lack more than 100,000 teachers, mainly in preschool and primary schools, and in some subjects under the new curriculum such as Music, Fine Arts, Information Technology, English, and integration. Of which, Thanh Hoa and Hanoi have the most teacher shortages.
Last July, the Politburo assigned an additional 65,980 positions to the education sector, 27,850 for the 2022-2023 school year alone. However, in early May 2023, according to the Ministry of Education and Training, localities had only recruited more than half of this number.
