The Nghe An Department of Education and Training said it has received many reports about the shortage of teachers from schools in the area and is synthesizing them to advise the Provincial People's Committee on a solution.
Speaking with Dan Tri reporter, Mr. Thai Van Thanh, Director of Nghe An Department of Education and Training, said that according to regulations before July 1, the authority to mobilize and manage teacher staff belonged to the People's Committee at the district level (old).
However, since July 12, this responsibility has been transferred to the Department of Education and Training, requiring appropriate coordination solutions on a province-wide scale.

Mr. Thanh added that the Ministry of Education and Training is finalizing a circular guiding the functions and tasks of departments and specialized offices under the People's Committees at the commune level. Therefore, to implement specific solutions, it is necessary to wait for the official document to be issued.
According to statistics, the current number of teachers needed according to the provincial norm is 5,561 people. Specifically, preschool needs 1,866 teachers, primary school 1,431, secondary school 1,612, high school 502 and continuing education 150 teachers.
"We are actively consulting on implementing solutions to ensure balance and stability of the teaching staff throughout the province.
The Department has reported to the province so that the province can submit to relevant ministries a proposal to supplement the payroll and unify regulations on assignment and decentralization of state management of education to promptly mobilize, second, and balance teachers at schools. At the same time, recruit additional teachers to arrange for schools with a large shortage of teachers," Mr. Thai Van Thanh emphasized.

Quynh Tan Secondary School (formerly Quynh Luu District) has 29 classes with 1,356 students. However, after the administrative reorganization, the seconded teachers were transferred to the old unit, leaving the school with only 27 teachers. To ensure the prescribed quota, the school needs to add 28 more teachers.
At Hien Son Secondary School (same old district as Quynh Luu), after the secondment ended, 12 teachers were withdrawn to their old units.
Meanwhile, next school year the school is expected to maintain 16 classes, needing to add 13 more teachers for the subjects of math (3), literature (3), English (2), physical education (2), civics (1), natural science/physics (1) and information technology (1).
Similarly, Huu Khuong Primary Boarding School for Ethnic Minorities (Huu Khuong Commune) sent a document proposing to the Department of Education and Training to add 15 staff, including 12 teachers and 3 service staff.
School leaders said that the shortage of teachers in remote, isolated, and extremely disadvantaged areas is causing serious difficulties in teaching and learning, putting many subjects at risk of "collapse". Schools have requested the Department of Education and Training to soon have a plan to regulate, supplement staff or recruit new staff to stabilize staff before the new school year.
The localized surplus and shortage of teachers has been going on for many years, with a serious shortage in difficult areas, while there is a surplus in central schools and favorable areas.
