Nghe An is aiming to develop concentrated livestock farming, high-tech industry, increasing added value and sustainability.

Mr. Tran Vo Ba, Deputy Head of Nghe An Animal Husbandry and Veterinary Department, said that since the beginning of the year, the industry has proactively advised and implemented tasks on livestock statistics, disease reporting, as well as performing tasks in the field of state management of livestock and veterinary. At the same time, the unit has also proactively prepared chemical and vaccine sources to promptly support when an epidemic occurs.

To effectively implement the assigned tasks, since the beginning of the year, the Department has provided the People's Committees of communes and wards with more than 21,000 tons of chemicals; at the same time, it has organized two disinfection campaigns for livestock environments with a total amount of chemicals used of over 46,000 liters. In addition, the Department also supports chemicals to prevent and control aquatic diseases and vaccines such as vaccines against lumpy skin disease, avian influenza, and rabies.

However, a major difficulty at present is the work of preparing settlement records at localities. After the merger, many professional staff in the Economic Department and part-time veterinary staff quit their jobs, leading to a lack of human resources to complete the records according to regulations. Therefore, up to this point, many localities have not yet completed the settlement records for chemicals, vaccines and support for losses for livestock farmers, especially losses caused by African swine fever.

Faced with that situation, the industry has proactively directed the Department's staff to regularly monitor the area, coordinate with localities to urge and guide the implementation of disease prevention and control tasks; at the same time, guide the timely implementation of payment and settlement records, ensure that support sources are fully disbursed and support policies for livestock and poultry farmers with losses due to disease are implemented in accordance with regulations.

Mr. Ba said that, in addition to the requirement of arranging and organizing appropriate personnel to meet professional tasks, the livestock and veterinary sectors also need to be fundamentally restructured to reduce the risk of spreading and outbreaks of diseases, thereby improving economic efficiency for the people.

Based on the province's livestock farming practices in recent times and closely following the Government 's Livestock Development Strategy, the People's Committee of Nghe An province issued Decision 4222 approving the Project on livestock development associated with processing and consumption of products in Nghe An province for the period 2021 - 2030, in which restructuring the industry is identified as one of the key tasks and priorities for implementation.

Firstly, in terms of restructuring, the province aims to shift from small-scale, household-based livestock farming to concentrated livestock farming, forming professional livestock farming households, ensuring biosafety, disease safety and environmental protection. At the same time, gradually shifting livestock farming areas from the plains to the midlands and mountainous areas to promote the potential and advantages of the locality in districts such as Anh Son, Nghia Dan, Tan Ky, Con Cuong, Thanh Chuong, etc.

Second, instead of pursuing the development of the total herd, the province focuses on developing livestock herds in the direction of improving productivity, quality and increasing product value, thereby enhancing the competitiveness of Nghe An livestock products in the domestic market and against imported products.

Third, continue to review and evaluate the current status of livestock farming and especially attract investment in concentrated and industrial slaughterhouses to ensure food safety and increase product value. At the same time, promote deep processing of livestock products to increase product value, thereby enhancing competitiveness in domestic and international markets.

From the grassroots perspective, Mr. Nguyen Dinh The, Vice Chairman of the People's Committee of Dai Hue Commune, Nghe An Province, said that recently, the commune's veterinary staff had retired according to the regulations of Decree 154 on streamlining the payroll, while the livestock and veterinary sector requires high expertise and professionalism, so the implementation of vaccination in the area encountered many obstacles. However, to ensure the completion of the tasks assigned by the province, the commune proactively signed contracts with a number of former veterinary staff to continue performing vaccination work.

“After more than 4 months of operation, although there were many uncertainties in the initial stage, the commune has basically arranged and assigned work according to the functions and tasks for the staff and civil servants. However, due to the huge workload, the locality still faces many difficulties and needs to continue to be concerned with supplementing human resources to complete the assigned tasks well,” Mr. The proposed.
