On the afternoon of April 13th, in Bac Ninh City (Bac Ninh province), National Assembly Chairman Tran Thanh Man attended and delivered a keynote speech at the Forum " Science , Technology, Innovation and Digital Transformation - Bac Ninh Breakthrough and Development".
In his remarks, National Assembly Chairman Tran Thanh Man welcomed and highly appreciated Bac Ninh province for organizing this forum, in the context of the Party, State, National Assembly, and Government's vigorous efforts to promote the application and development of science and technology, innovation, and digital transformation. The organization of the forum demonstrates the determination of the Party Committee, government, and people of Bac Ninh province to promote the application of advanced science and technology to improve the effectiveness and efficiency of operations, meeting the province's development requirements in the new period.
The Chairman of the National Assembly stated that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation. Immediately afterwards, on January 13, 2025, a national conference was held to disseminate this Resolution. At the 9th Extraordinary Session, the National Assembly adopted Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation, and national digital transformation. It is expected that at the upcoming 9th Session, the National Assembly will consider the draft Law on Digital Technology Industry; and the draft Law on Science, Technology, and Innovation.

Emphasizing that now is the golden opportunity, the most opportune time to implement a revolution in science, technology, innovation, and digital transformation, the Chairman of the National Assembly suggested that Bac Ninh province develop a synchronous and modern digital infrastructure and platform. The province needs to research and invest in building a modern data center, especially developing artificial intelligence (AI), to meet the increasing demand for data storage and processing, in order to optimize investment and operating costs, and enhance flexibility and security. The Chairman of the National Assembly requested the Provincial People's Committee and relevant departments, agencies, and associations to develop and implement comprehensive programs and solution packages to support businesses, especially small and medium-sized enterprises, cooperatives, and business households in the province. In addition, priority should be given to researching and providing in-depth digital transformation solutions and applying new technologies to key economic sectors with advantages in the province, such as industrial production, tourism, and high-tech agriculture.
The Chairman of the National Assembly noted that the province should develop a science, technology, and innovation ecosystem – developing high-tech industrial parks; developing high-quality human resources: attracting leading software engineers to work in Bac Ninh. At the same time, it should develop digital data – build a digital government and a digital society, and strongly reform administrative procedures to serve the people and businesses while streamlining the political system.
At the forum, National Assembly Chairman Tran Thanh Man witnessed the signing ceremony of a Memorandum of Understanding on cooperation between the People's Committee of Bac Ninh province and the Korean Business Association in Vietnam, Hanoi University of Science and Technology, and the Posts and Telecommunications Institute of Technology.
