From the night of November 2 to 4, the North, Thanh Hoa and Nghe An will have rain, some places will have moderate rain. Northeast wind level 2-3, coastal areas level 3-4. The North East Sea area, including the Hoang Sa sea area, has strong winds of level 7, gusts of level 8-9, waves 3-5m high, rough seas.
Localities are advised to proactively respond to heavy rains, be on guard against flash floods and landslides in mountainous areas and flooding in low-lying areas. At sea, fishermen should closely monitor weather developments and limit going out to sea during strong winds and high waves to ensure safety of life and property.
