Recently, the Ministry of Agriculture and Rural Development ( MARD ) issued Official Dispatch No. 2806 to the People's Committees of coastal provinces and cities regarding China's announcement of a temporary suspension of fishing in the East Sea.
The document stated that the Ministry of Agriculture and Rural Affairs of China announced a temporary suspension of fishing in 2023, prohibiting all fishing activities and logistics service vessels from operating, except for fishing, from 12:00 (China time) on May 1, 2023 to 12:00 on August 16, 2023 in the sea area from 12 degrees North latitude and above, including the Gulf of Tonkin.
China's unilateral suspension of fishing in the above-mentioned defined waters has violated Vietnam's sovereignty , sovereign rights, and jurisdiction in the East Sea and is invalid.
In light of the above situation, the Ministry of Agriculture and Rural Development requests the People's Committees of coastal provinces and cities to immediately notify fishermen of China's temporary suspension of fishing, and affirm that China's unilateral suspension of fishing in the sea area with the above-mentioned scope has violated Vietnam's sovereignty, sovereign rights, and jurisdiction in the East Sea and is invalid.
Localities continue to encourage fishermen to stay at sea and produce normally within Vietnam's waters and guide fishermen to organize into groups and teams when going to sea to support each other; promptly notify authorities of violations by foreign fishing vessels in Vietnam's waters.
Direct competent authorities to strengthen the monitoring of fishing activities of fishing vessels in sea areas through the fishing vessel monitoring system, take measures to warn fishing vessels when necessary and especially strictly manage the departure/arrival of fishing vessels operating during this time.
Continue to deploy and strictly implement Directive No. 49 dated January 6, 2021 of the Minister of Agriculture and Rural Development on strengthening the management of fishing vessels, ensuring safety for people and fishing vessels operating in fisheries.
At the same time, the Ministry of Agriculture and Rural Development requested localities to promptly report any unexpected incidents at sea involving fishing vessels and fishermen to the hotline of the Department of Fisheries Surveillance, phone number 024-62737323 .
