
The content of the Conclusion Notice is as follows:
On December 3, 2025, at the Party Central Committee Headquarters, the General Secretary had a working session with representatives of the Government Party Committee and central ministries, branches and sectors. on the implementation of the Party's policies and the State's laws on people with disabilities. After listening to the report of the Party Committee of the Ministry of Health and the leaders of the Vietnam Association of People with Disabilities, and the opinions of relevant agencies, the General Secretary concluded as follows:
People with disabilities are an inseparable part of the ethnic community, with the right to be guaranteed living conditions, study, work and participate in social activities like all citizens. Caring for people with disabilities with the spirit of "leaving no one behind" is not only the responsibility and morality of the entire political system, but also a measure of a civilized society, a requirement for sustainable development of the country, demonstrating the humanity and superiority of the socialist regime and the commitment of the Party and State in ensuring human rights for all citizens. To do this well, it is required that Party committees, Party organizations, authorities and unions at all levels focus on implementing the following tasks and solutions:
1. There must be a synchronous solution to reduce the number of new people with disabilities. This is a core, fundamental and strategic issue; instead of focusing on dealing with the consequences, proactively preventing disabilities from the root helps reduce the burden on families, society and the social security system; at the same time, improving the quality of the population, the quality of human resources and the quality of the race. Reducing the number of new people with disabilities is not only the responsibility of the health sector, but also the task of the entire political system, from maternal and child health care, traffic safety control, occupational safety, disease prevention, environmental control, ensuring food safety, safety in schools, residential areas and workplaces. Reducing the number of new people with disabilities means creating a more humane, healthy and developed society.
2. Develop and improve policies and laws for people with disabilities, shifting from "medical - care" to a "social - integration" approach, aiming to eliminate prejudice, reduce inequality, expand opportunities and empower people with disabilities. In addition to policies supporting medical care, rehabilitation or health insurance, it is necessary to focus on developing policies on inclusive education, appropriate vocational training, preferential mechanisms in recruitment, access to transport infrastructure, public works, digital transformation for people with disabilities to use online public services and assistive technology tools; support livelihoods, housing and legal aid, ensuring a minimum standard of living for people with disabilities. Encourage the private sector, social organizations and communities to participate in activities supporting people with disabilities, from job creation to creating and consuming friendly products and services.
3. Continue to research strong solutions so that all children with disabilities are detected early, go to school, learn and integrate . There are solutions to build a system of centers to support inclusive education; develop learning materials for children with visual and hearing impairments; train teachers, and create a basis for effective support for children with disabilities.
4. Research and supplement practical solutions to expand employment and livelihood opportunities for people with disabilities. Develop adaptive vocational training models, support employment in the community, encourage businesses and cooperatives to employ people with disabilities, and increase the rate of people with disabilities with stable jobs.
5. Implement fundamental solutions on infrastructure - transportation - public works - online public services that are more friendly and accessible to people with disabilities. Have a feasible roadmap, consider infrastructure access for people with disabilities as a mandatory responsibility, not just an incentive; all future works and services must take into account the needs of people with disabilities right from the design stage...
6. Promote the application of assistive technology and digital transformation to improve the quality of life for people with disabilities. In which, technology is considered one of the breakthrough directions for people with disabilities to better integrate, it is necessary to continue to replicate, standardize, integrate platforms, create an "ecosystem" of assistive technology, warning devices, sign language translation software, and control devices for people with disabilities.
7. Continue to research solutions to prevent, detect and handle violence, abandonment and discrimination against people with disabilities; there needs to be a friendly reporting mechanism and timely support at the grassroots level; focus on women and children with disabilities - the most vulnerable groups.
8. Strengthen communication and raise social awareness, spread the spirit of respect, sharing, and accompanying people with disabilities. Simplify administrative procedures, remove barriers that make it difficult for people with disabilities to access their legitimate rights.
9. Regarding the assignment of tasks to relevant agencies:
9.1. Assign the Government Party Committee to direct the Party Committees: (i) The Ministry of Health coordinates with ministries and branches to summarize and evaluate the implementation of Directive No. 39-CT/TW, dated November 1, 2019 of the Secretariat on strengthening the Party's leadership over the work of people with disabilities, and report to the Secretariat in the second quarter of 2026. (ii) The Ministry of Education and Training reviews the system of inclusive education support centers; prioritizes localities that lack or do not have centers; develops learning materials for children with visual and hearing impairments; trains support teachers. (iii) The Ministry of Construction develops a feasible roadmap for the rights of people with disabilities in accessing infrastructure, considering this a mandatory responsibility of project investors. (iv) The Ministry of Finance studies appropriate tax, credit and start-up support mechanisms for people with disabilities.
9.2. The Party Committee of the National Assembly shall direct relevant agencies to: (i) Review and complete relevant legal regulations on people with disabilities in accordance with the Party's policies. (ii) Research and supplement the structure of National Assembly deputies who are people with disabilities.
9.3. Local authorities at all levels shall study and develop adaptive vocational training models, support employment in the community, encourage businesses and cooperatives to employ people with disabilities; pay attention to creating conditions for people with disabilities to participate in cultural activities, exercise and play sports, improve health and integrate into the community; at the same time, improve the capacity of social protection facilities; simplify administrative procedures to make it easier for people with disabilities to access.
9.4. The Central Propaganda and Mass Mobilization Commission directs press agencies to strengthen communication to raise social awareness, fight against discrimination; spread the spirit of respect, sharing, and accompanying people with disabilities.
9.5. The Central Party Office coordinates, monitors, urges, reports, and promptly advises on solutions to remove difficulties arising during the implementation process.
