On Monday, June 19, 2023, the National Assembly continued its 18th working day (first meeting day of Phase 2) of the 5th Session at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Morning

Under the chairmanship of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the Draft Law on Housing (amended). The session was broadcast live on Vietnam National Assembly Television.

At the discussion session, 28 delegates spoke and 4 delegates debated, in which the majority of delegates agreed with the necessity of amending the Law according to the Government's Submission and the Verification Report of the National Assembly's Law Committee to promptly institutionalize the Party's guidelines and policies and the State's policies in housing management and development, promote the role of state housing management agencies in implementing housing policies and laws; at the same time, overcome limitations, obstacles, and regulations that are not suitable to the reality of current laws, supplement newly arising issues; legalize sub-law regulations that have been confirmed to be suitable in practice to contribute to socio- political stability, meet the requirements of socio-economic development, ensure security, national defense, and social security; perfect regulations and sanctions to strictly handle violations of housing policies and laws; Ensure consistency and uniformity with other relevant legal provisions such as laws on land, public investment, investment, construction, bidding, urban planning, etc.

To continue perfecting the draft Law, delegates focused on discussing the following contents: Scope of regulation; prohibited acts; handling of violators of housing laws; housing development plans; policies and general requirements on housing development, management and use; recognition of ownership rights, time of establishing housing ownership rights; requirements on housing development of members, households and individuals; state-owned housing; rights of representatives of state-owned housing owners; provincial housing development programs and plans; forms of land use for commercial housing development; regulations on rights, obligations, conditions, and number of types of housing that foreigners are allowed to own in Vietnam; policies on development and management of social housing; land for building social housing; determination of selling prices, rental prices, and hire-purchase prices of social housing not built by the State; regulations on individuals eligible to buy housing; Subjects and conditions for renting, leasing and purchasing state-owned housing; incentives for investors in social housing projects, construction for sale and lease-purchase; development of worker accommodation in industrial parks; principles for developing resettlement housing; management, use, renovation and construction of apartment buildings; issues of management and operation of old apartment buildings; housing duration for apartment buildings; subjects eligible for housing development support policies; responsibilities of apartment building management boards; enforcement of handover of apartment building maintenance funds, etc.

At the end of the discussion session, Minister of Construction Nguyen Thanh Nghi spoke to explain and clarify a number of issues raised by National Assembly delegates.

Afternoon

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall.

Content 1:

The National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a report explaining, accepting and revising the draft Resolution on approving the 2021 state budget settlement.

The National Assembly voted to pass the Resolution on approving the 2021 state budget settlement. The results were as follows: 478 delegates participated in the vote, of which 473 delegates approved (equal to 95.75% of the total number of National Assembly delegates), 3 delegates did not approve (equal to 0.61% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.40% of the total number of National Assembly delegates).

Content 2:

The National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a report explaining, accepting and revising the draft Law on Prices (amended).

The National Assembly then voted to pass the Law on Prices (amended). The results were as follows: 476 delegates participated in the vote, of which 459 delegates approved (equal to 92.91% of the total number of National Assembly delegates), 10 delegates did not approve (equal to 2.02% of the total number of National Assembly delegates), and 7 delegates did not vote (equal to 1.42% of the total number of National Assembly delegates).

Content 3:

The National Assembly listened to Minister of Construction Nguyen Thanh Nghi, authorized by the Prime Minister, present the Report on the draft Law on Real Estate Business (amended); and listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic Committee Vu Hong Thanh present the Report on the examination of the draft Law on Real Estate Business (amended).

Then, the National Assembly discussed in groups the draft Law on Real Estate Business (amended).

Tuesday, June 20, 2023:

Morning: The National Assembly held a plenary session in the hall, voting to pass: (1) Law on Cooperatives (amended); (2) Resolution on investment policy decision for the traffic road project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province - connecting with Lam Dong and Ninh Thuan; (3) Law on Civil Defense.

The National Assembly listened to Minister of Public Security To Lam, authorized by the Prime Minister, present the Report on the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level; and listened to Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present the Report on the examination of the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

After that, the National Assembly discussed in groups the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Afternoon: The National Assembly held a plenary session in the hall, voted to pass the Law on Consumer Rights Protection (amended); then discussed the draft Law on Water Resources (amended).
