Content 1 : Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly discussed in the Hall the draft Investment Law (amended). At the discussion session, 18 delegates spoke and 01 delegate debated. The majority of delegates basically agreed with the necessity of amending the Investment Law to institutionalize the Party and State's guiding views on perfecting the market economy institution; strengthening decentralization and delegation of power; simplifying administrative procedures; improving the investment and business environment; mobilizing resources outside the state budget for national development. In addition, delegates focused on discussing the following contents: scope of regulation; explanation of terms; policies on business investment; prohibited investment and business sectors; conditional investment and business sectors; sectors and conditions for market access for foreign investors; ensuring investment and business in case of changes in law; Dispute resolution in business investment activities; investment incentives and investment support; investment incentive industries and trades and investment incentive areas; Investment Support Fund; investment in establishing economic organizations; investment activities of economic organizations with foreign investment capital; projects subject to investment policy approval; authority to approve investment policies; projects subject to issuance of Investment Registration Certificates; authority to issue, adjust and revoke Investment Registration Certificates; special investment procedures; principles for implementing investment projects; duration of operation and progress of investment projects; transfer of investment projects; reporting regime on investment activities in Vietnam; implementation provisions; transitional provisions.
At the end of the discussion, Minister of Finance Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly delegates.
Content 2 : Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the Hall the draft Law on Thrift and Waste Prevention. At the discussion session, 03 delegates spoke; the delegates' opinions basically agreed with the necessity of promulgating the Law on Thrift and Waste Prevention and many contents of the draft Law. In addition, the delegates focused on discussing the following contents: scope of regulation; interpretation of terms; violations in organizing the implementation of waste prevention and control; Principles of thrift and anti-waste; providing and processing information on detecting waste and protecting those fighting against waste; National Day of thrift and anti-waste; building and spreading a culture of thrift and anti-waste; international cooperation on thrift and anti-waste; National Strategy on preventing and combating waste; Program on thrift and anti-waste; public content on thrift and anti-waste; national database on thrift and anti-waste; checking thrift and anti-waste; supervision on thrift and anti-waste; responsibilities of the Government ; responsibilities of investigation agencies, People's Procuracy, People's Court; responsibilities of cadres, civil servants, public employees, and workers; handling of violations and compensation for damages.

AFTERNOON
Under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly discussed in the Hall the draft Law on Artificial Intelligence. At the discussion session, 17 delegates spoke; the majority of delegates basically agreed with the necessity and urgency of promulgating the Law on Artificial Intelligence to help Vietnam grasp, master and take advantage of the new wave of technology to develop the economy - society and improve national competitiveness. In addition, delegates focused on discussing the following contents: scope of regulation, subjects of application, name of the draft Law; explanation of terms; basic principles; State policies on artificial intelligence; prohibited acts; One-stop electronic information portal on artificial intelligence and national database on artificial intelligence systems; risk level of artificial intelligence systems; classification and notification of artificial intelligence systems; responsibility for transparency and labeling; responsibility for managing and handling artificial intelligence incidents; Conformity assessment for high-risk artificial intelligence systems; management of high-risk, medium-risk, and low-risk artificial intelligence systems; national artificial intelligence infrastructure; database serving artificial intelligence; National strategy on artificial intelligence; policy for developing artificial intelligence ecosystem and market; controlled testing mechanism for artificial intelligence; National Artificial Intelligence Development Fund; development of artificial intelligence human resources; national artificial intelligence ethics framework; ethical responsibility and impact assessment when applying artificial intelligence in the public sector; handling of violations and liability for compensation for damages; international cooperation in the field of artificial intelligence; entry into force; transitional provisions.
At the end of the discussion, Minister of Science and Technology Nguyen Manh Hung spoke to explain and clarify a number of issues raised by National Assembly delegates.
