MORNING

Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session in the Hall, discussing two contents: (1) Draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health; (2) Investment policy for the National Target Program on health care, population and development for the period 2026-2035. At the discussion session, 28 delegates spoke; many opinions of National Assembly delegates highly appreciated the preparation work of the drafting agency in building the draft Resolution and the report dossier of the National Target Program to ensure the requirements; at the same time, agreed with many contents in the appraisal reports of the Committee on Culture and Society. In addition, delegates focused on giving opinions on the following contents:

- Regarding the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health: Delegates focused on discussing: scope of regulation; expanding health care benefits and reducing medical costs for people; regimes and policies on salaries and allowances for medical staff; specialized training in the health sector; land, taxes, finance; ...

In addition, some delegates suggested studying and supplementing regulations to properly and sufficiently institutionalize and ensure the breakthrough nature of the draft Resolution; perfecting regulations on expanding health care benefits and reducing medical costs for people with a feasible roadmap; appropriate salary and allowance policies for medical staff; feasible mechanisms to ensure safety for medical staff on duty; policies on land, tax, and finance; effectively using surplus headquarters after rearrangement; organizing implementation to ensure clarity and standards, reducing administrative procedure time; strengthening decentralization and delegation of authority to medical facilities; policies on specialized training in the health sector; promoting international cooperation to mobilize resources for health; paying more attention to developing elderly care facilities and nursing homes; adding tasks to spend on implementing the contents of the draft Resolution in the state budget estimate; Pay attention to solutions for foreign emergency care, primary health care, and mental health; carefully review the provisions of the draft Resolution with current laws to ensure consistency in the legal system; study and propose promulgation of the Law on Traditional Medicine.

- Regarding the Investment Policy of the National Target Program on Health Care, Population and Development for the period 2026-2035: Delegates focused on discussing: general goals, specific goals of the Program and sub-projects under the Program; clearly identifying capital sources, ensuring the allocation of sufficient minimum capital, ensuring reasonable capital balance in implementing the two important goals of the Program: health care, population and development; paying attention to capital sources for population and development; the ability to mobilize counterpart capital from local budgets and calculating and proposing the level of capital allocated from local budgets; mechanisms, policies, solutions to mobilize social resources, reduce pressure on the state budget...

In addition, some delegates suggested reviewing and not arranging activities in sub-projects that have been secured by regular funding sources; researching to balance and allocate additional resources when conditions permit; researching to change approaches, placing the living environment in an important position, having synchronous measures and solutions to improve health, disease prevention is better than cure; integrating, integrating, and not duplicating between national target programs; career capital; increasing decentralization to localities; assessment criteria; inter-sectoral coordination and coordination mechanisms; reviewing, adjusting, and arranging projects and sub-projects in the direction of ensuring the connection and conformity between the tasks and solutions of the sub-projects with the general and specific goals of the Program and the sub-projects have specific indicators, convenient for inspection and evaluation of implementation results; Objectives, scope, total investment capital, location, implementation time, mechanism, solutions and policies for implementing the Program according to the provisions of the Law on Public Investment; strengthening facilities, medical equipment and medicines to meet new requirements; ensuring improvement of the quality of medical human resources in both quantity and quality; further research on mechanisms to resolve problems in payment and settlement of health insurance costs; developing high-tech medicine and smart medicine.

At the end of the discussion, Minister of Health Dao Hong Lan spoke to explain and clarify a number of issues raised by National Assembly delegates.

AFTERNOON

Under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly held a plenary session in the Hall to discuss the investment policy for the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period. At the discussion session, 17 delegates spoke; 1 delegate debated. The majority of delegates agreed with the necessity of developing the Program in the Government's Submission and many contents in the Verification Report of the National Assembly's Committee on Culture and Society.

In addition, delegates focused on giving opinions on the following contents: objectives of the Program implementation; conformity with the socio-economic development strategy and plan and related planning according to the provisions of law; overlap and inheritance between the Program and other programs and projects; Program management and operation mechanism; regional differences; beneficiaries, location, scope, scale of implementation, expected resources, Program implementation time; Program implementation costs; Program component projects; Program implementation mechanisms and solutions; Government's responsibilities in organizing the implementation of the Program;...

At the end of the discussion, Deputy Prime Minister Le Thanh Long spoke to explain and clarify a number of issues raised by National Assembly deputies.

WEDNESDAY, DECEMBER 3, 2025

Morning: The National Assembly held a plenary session at the Hall, carrying out the following contents: (1) listening to 4 Reports on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning and a Summary Report on the examination of the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning; (2) discussing in the Hall the summary report on the implementation of the Government members, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General on the resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning (The meeting was broadcast live on radio and television).
