Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session at the Hall, discussing 02 contents: (1) Draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health; (2) Investment policy for the National Target Program on health care, population and development for the period 2026 - 2035. At the discussion session, 28 delegates spoke; many opinions of National Assembly delegates highly appreciated the preparation work of the drafting agency in building the draft Resolution and the report dossier of the National Target Program to ensure the requirements; at the same time, agreed with many contents in the appraisal reports of the Committee on Culture and Society. In addition, delegates focused on giving opinions on the following contents:
- Regarding the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health: Delegates focused on discussing: scope of regulation; expanding health care benefits and reducing medical costs for people; regimes and policies on salaries and allowances for medical staff; specialized training in the health sector; land, taxes, finance; ... In addition, some delegates suggested studying and supplementing regulations to properly and sufficiently institutionalize, ensuring the breakthrough nature of the draft Resolution; perfecting regulations on expanding health care benefits and reducing medical costs for people with a feasible roadmap; regimes and policies on salaries and allowances for appropriate medical staff; feasible mechanisms, ensuring safety for medical staff on duty; policies on land, taxes, finance; effectively using surplus headquarters after rearrangement; Organize implementation to ensure clarity, standardization, and reduction of administrative procedure time; strengthen decentralization and delegation of authority to medical facilities; policies on specialized training in the health sector; promote international cooperation to mobilize resources for health; pay more attention to the development of elderly care facilities and nursing homes; add tasks to implement the contents of the draft Resolution in the state budget estimate; pay attention to solutions for foreign emergency care, primary health care, and mental health; carefully review the provisions of the draft Resolution with current laws to ensure consistency in the legal system; study and propose promulgation of the Law on Traditional Medicine.
- Regarding the Investment Policy of the National Target Program on Health Care, Population and Development for the period 2026-2035: Delegates focused on discussing: general goals, specific goals of the Program and sub-projects under the Program; clearly identifying capital sources, ensuring the allocation of sufficient minimum capital, ensuring reasonable capital balance in implementing the two important goals of the Program: health care, population and development; paying attention to capital sources for population and development; the ability to mobilize counterpart capital from the local budget and calculating and proposing the level of capital allocated from the local budget; mechanisms, policies, and solutions to mobilize social resources, reduce pressure on the state budget... In addition, some delegates suggested reviewing and not arranging activities in sub-projects that have been secured by regular funding sources; studying and balancing, allocating additional resources when conditions permit; Research on changing approaches, placing the living environment in an important position, having synchronous measures and solutions to improve health, disease prevention is better than cure; integrating, integrating, and avoiding duplication between national target programs; career capital; increasing decentralization to localities; a set of assessment criteria; inter-sectoral coordination and coordination mechanisms; reviewing, adjusting, and arranging projects and sub-projects in the direction of ensuring the connection and conformity between the tasks and solutions of the sub-projects with the general and specific goals of the Program and sub-projects with specific indicators, convenient for checking and evaluating implementation results; objectives, scope, total investment capital, location, implementation time, mechanisms, solutions and policies for implementing the Program according to the provisions of the Law on Public Investment; strengthening facilities, medical equipment, and medicines to meet new requirements; ensuring improvement of the quality of health human resources in both quantity and quality; Further research on mechanisms to resolve existing problems in payment and settlement of health insurance costs; develop high-tech medicine and smart medicine.

Under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly held a plenary session in the Hall, discussing the investment policy of the National Target Program on modernization and improvement of education and training quality for the period 2026-2035. At the discussion session, 17 delegates spoke; 01 delegate debated. The majority of delegates agreed with the necessity of developing the Program in the Government's Submission and many contents in the Verification Report of the National Assembly's Committee on Culture and Society. In addition, delegates focused on giving opinions on the following contents: objectives of the Program's implementation; conformity with the strategy, socio-economic development plan and related planning according to the provisions of law; overlap and inheritance between the Program and other programs and projects; management and operation mechanism of the Program; regional differences; beneficiaries, location, scope, scale of implementation, expected resources, implementation time of the Program; funding for Program implementation; component projects of the Program; mechanisms and solutions for Program implementation; responsibilities of the Government in organizing Program implementation;...
