Morning:

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session at the Hall, listening to the following contents: Minister of Public Security Luong Tam Quang, authorized by the Prime Minister, presented the Report on crime prevention and control and law violations in 2025; Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien presented the 2025 Work Report of the Chief Justice of the Supreme People's Procuracy Nguyen Van Quang presented the 2025 Work Report of the People's Court; Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, presented the Report on the execution of judgments in 2025.

Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented the Report on the examination of reports on the work of the Chief Justice of the Supreme People's Court , the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control, and law enforcement in 2025.

Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented the Report and Chairman of the National Assembly's Committee on Law and Justice presented the Report on the verification of the Report on anti-corruption work in 2025.

Member of the National Assembly Standing Committee Duong Thanh Binh presented a report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent by citizens to the National Assembly in 2025.

After that, the National Assembly discussed in the Hall: Work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; work on crime prevention and control and law violations; work on execution of judgments; work on corruption prevention and control in 2025; Results of monitoring the settlement of voters' petitions sent to the 9th Session of the 15th National Assembly; Results of receiving citizens, handling petitions and resolving complaints and denunciations of citizens in 2025. At the discussion session, 16 delegates spoke; the majority of delegates basically agreed with the content of the Reports.

In addition, delegates focused on discussing the following specific contents: the fight against corruption, negativity, and waste; the detection, investigation, and handling of crimes; the prevention of crimes; the prevention of law violations and crimes; the adjudication work of the Court; the adjudication and resolution of various types of cases; the mediation work in the Court; the work of law-making; recommendations and results of resolution and responses to voters' recommendations; the voice of voters; social policies; policies for people with meritorious services; press development management; issues related to the arrangement of 2-level administrative units...

Afternoon:

Content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the Hall, discussing the Draft Law on amending and supplementing a number of articles of the Law on Value Added Tax. At the discussion session, 12 delegates spoke, 1 delegate debated, and the delegates' opinions basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Economic and Financial Committee. In addition, the delegates focused on giving opinions on the following contents: scope of regulation; non-taxable subjects; tax rates; VAT refund; effectiveness of input VAT deduction for unprocessed agricultural products, etc.

At the end of the discussion, Minister of Finance Nguyen Van Thang explained and clarified a number of issues raised by National Assembly delegates.

Content 2: The National Assembly met separately to hear the following contents: Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, presented a Report on the implementation of the Politburo's conclusion on the policy and handling plan for the Phuong Nam Pulp Mill Project.

Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Report on central budget resources to carry out tasks and projects to overcome consequences, prevent and combat natural disasters, ensure security, national defense and other necessary spending tasks; adjust the 2025 budget estimate for science and technology tasks, innovation and digital transformation.
