PRESS RELEASE On the Program of the 52nd Session of the National Assembly Standing Committee

As planned, the 52nd session of the National Assembly Standing Committee will be divided into 2 sessions: session 1 (Tuesday afternoon, December 2, 2025, Wednesday afternoon, December 3, 2025 and Thursday afternoon, December 4, 2025); session 2 (from December 24 to 25, 2025) at the Tan Trao meeting room, National Assembly House. National Assembly Chairman Tran Thanh Man delivered the opening speech and together with the Vice Chairmen of the National Assembly took turns presiding over the content of the session.

At this session, the National Assembly Standing Committee will consider and give opinions on the following contents:

1. About law - making work

The National Assembly Standing Committee will give opinions on the explanation, acceptance and revision of: ( i) the draft Bankruptcy Law (amended); ( ii) the draft Law amending and supplementing a number of articles of the Law on Statistics; ( iii) Draft Law on Artificial Intelligence; ( iv) Draft Law on Drug Prevention and Control (amended); ( v) Draft Law on Press (amended); ( vi) Group 03 drafts: Law on Personal Income Tax (amended), Law on Tax Administration (amended), Law on amending and supplementing a number of articles of the Law on Public Debt Management; ( vii) Group 05 drafts: Law on amending and supplementing a number of articles of the Law on Education, Law on Higher Education (amended), Law on Vocational Education (amended), Resolution of the National Assembly stipulating specific mechanisms on a number of guidelines and policies in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, Resolution on investment policy for the National Target Program to modernize and improve the quality of education and training in the 2026-2035 period and (viii) comments on the draft Law on Specialized Courts at the International Financial Center.

The National Assembly Standing Committee will also consider and approve the following contents: ( i) Ordinance amending and supplementing a number of articles of the Ordinance on Environmental Police; ( ii) Resolution of the National Assembly Standing Committee regulating the reception of citizens, handling of petitions, complaints, denunciations, recommendations, and reflections of citizens and supervising the reception of citizens, handling of complaints and denunciations by elected agencies and elected representatives; ( iii) Resolution of the National Assembly Standing Committee regulating the protection regime for judges; (iv ) 03 Resolutions of the National Assembly Standing Committee detailing and guiding the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils on: (1) supervisory activities of the National Assembly, the National Assembly Standing Committee, the Nationality Council , the National Assembly Committees, the National Assembly delegations and National Assembly representatives; (2) activities of supervising legal documents; (3) Supervisory activities of the People's Council, the People's Council Standing Committee, the People's Council Committee, the People's Council Delegation Group and the People's Council Delegates; ( v) Resolution of the National Assembly Standing Committee stipulating that the inspection agency is entitled to deduct a part of the money recovered and discovered through inspection after being paid to the state budget (replacing Resolution No. 37/2023/UBTVQH15 dated September 6, 2023); ( vi) 02 Resolutions of the National Assembly Standing Committee on standards of administrative units and urban classification; ( vii) Resolution of the National Assembly Standing Committee amending and supplementing a number of articles of Resolution No. 70/2025/UBTVQH15 dated February 7, 2025 of the National Assembly Standing Committee stipulating principles, criteria and norms for allocating public investment capital from the state budget for the period 2026-2030; ( v iii ) Work program of the National Assembly Standing Committee in 2026.

2. About monitoring work

The National Assembly Standing Committee will consider the following contents: ( i ) report on the National Assembly's petition work in November 2025 (including the petition work in October 2025); ( ii) results of the implementation of the 2025 foreign affairs and international cooperation program; review and approve the 2026 foreign affairs program of the National Assembly and give opinions (direction, coordination) on the foreign affairs and international cooperation program of the Council of Nationalities, the National Assembly Committees, the National Assembly Office, the State Audit Office and the parliamentary friendship groups.

3. About the decision determine the issues important issue

The National Assembly Standing Committee will give opinions on: ( i) the adjustment of the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport; ( ii) the draft Resolution amending and supplementing Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

4. At the meeting , the National Assembly Standing Committee will: consider and approve the appointment of Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam abroad; summarize the 10th Session of the 15th National Assembly and give initial opinions on the preparation for the 1st Session of the 16th National Assembly.
