Standardizing the scale of Ring Road 4 in Ho Chi Minh City.

Dong Nai province has reached an agreement with Ba Ria - Vung Tau province regarding the scale and implementation schedule of the Ho Chi Minh City Ring Road 4 project, phase 1.

The Ring Road 4 in Ho Chi Minh City is a key national project, playing a crucial role in the breakthrough infrastructure development of the Southern key economic region.

* 4-lane highway

The detailed planning for the Ho Chi Minh City Ring Road 4 was approved by the Prime Minister in 2011. The route will pass through five provinces and cities: Ba Ria - Vung Tau, Dong Nai, Binh Duong, Ho Chi Minh City, and Long An. To implement the project, in September 2021, Prime Minister Pham Minh Chinh issued a document assigning the relevant localities as the competent authorities to implement the component projects of the Ho Chi Minh City Ring Road 4.

The Ho Chi Minh City Ring Road 4 section passing through Dong Nai province is approximately 45km long, with its starting point in Cam My district and its end point in Vinh Cuu district.

According to the investment plan for the construction of the Ho Chi Minh City Ring Road 4, the Provincial People's Committee will implement the Bau Can - Thu Bien Bridge section (excluding Thu Bien Bridge) with a length of approximately 45km.

According to the Provincial People's Committee, for the Ho Chi Minh City Ring Road 4 project section passing through the province, the Provincial People's Committee has assigned Mikgroup Investment Joint Stock Company to prepare a pre-feasibility study report for implementation under the public-private partnership (PPP) model.

Previously, on June 5, 2023, the People's Committee of Ba Ria - Vung Tau province sent a document to the People's Committee of Dong Nai province regarding the agreement on the scale and implementation schedule of the Ho Chi Minh City Ring Road 4 project. On July 24, 2023, the People's Committee of Vung Tau province sent a document to the People's Committee of Ba Ria - Vung Tau province agreeing on the scale and implementation schedule of the Ho Chi Minh City Ring Road 4 project.

According to a document signed by Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang, after assessing feasibility, the Provincial People's Committee agreed on a cross-section of 22m for the first phase of the Ho Chi Minh City Ring Road 4 project passing through Dong Nai. The road will have 4 high-speed lanes, 2 continuous emergency stopping lanes, a central median (coinciding with the centerline of the completed road), and service roads in residential areas.

Currently, for this project, Dong Nai has invested in constructing a section of the route approximately 6km long (provincial road 10).

According to the Director of the Department of Transport, Le Quang Binh, previously, when investing in provincial road 10, the locality determined that it coincided with the direction of Ring Road 4 in Ho Chi Minh City. Therefore, with a section of about 6km that overlaps, the proposed route will use the "centerline" of provincial road 10 for Ring Road 4 in Ho Chi Minh City and will not shift the route so that provincial road 10 becomes a parallel road.

* Project completion in 2027

In a document sent to the People's Committee of Ba Ria - Vung Tau province agreeing on the scale and progress of the Ho Chi Minh City Ring Road 4 project, the People's Committee of the province agreed on the project's implementation milestones.

Specifically, regarding the project implementation schedule, the Provincial People's Committee agreed that the preparation, appraisal, and approval of the pre-feasibility study report are expected to be completed in the fourth quarter of 2023. The preparation, verification, appraisal, and approval of the feasibility study report are expected to be completed in the third quarter of 2024.

In addition, compensation, resettlement support, and the construction of some auxiliary items are expected to be completed in the second quarter of 2025. The selection of investors and project implementation are expected to be completed in the fourth quarter of 2027, and the project is expected to be operational in the first quarter of 2028. The total investment for the project is nearly 17 trillion VND, of which land acquisition costs are over 7.8 trillion VND and construction costs are over 9.1 trillion VND.

According to the Provincial People's Committee, the section of the Ho Chi Minh City Ring Road 4 within Binh Duong province (the section from Thu Bien Bridge to the Saigon River, phase 1) has been approved for investment under the PPP (Public-Private Partnership) model. However, the project scope does not include the Thu Bien Bridge. Meanwhile, in Prime Minister's document No. 1263/TTg-CN dated September 29, 2019, the Thu Bien Bridge project was assigned to the Binh Duong Provincial People's Committee for implementation. Therefore, the Provincial People's Committee requests the Binh Duong Provincial People's Committee to add the Thu Bien Bridge project to ensure connectivity for the entire project.
