Party Standing Committee member, Chairman of the City People's Council, and Head of the City's National Assembly Delegation, Le Truong Luu; Standing Committee member of the City Party Committee and Permanent Vice Chairman of the City People's Council, Nguyen Quang Tuan; and Vice Chairman of the City People's Council, Ha Van Tuan, presided over and conducted the session.
Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Khac Toan; and Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of the city Nguyen Chi Tai attended the meeting.
In his closing remarks at the session, Chairman of the City People's Council Le Truong Luu stated that during the session, the City People's Council heard reports from the People's Committee, the Vietnam Fatherland Front Committee, and judicial agencies; considered submissions and verification reports from the City People's Council Committees; and discussed the results of the implementation of socio-economic development tasks in 2025 and the direction and tasks for 2026.
"The City People's Council voted to approve 20 resolutions with a very high consensus rate, related to the following areas: State budget, public investment, social welfare, environment, national defense and security, vocational retraining, financial mechanisms, medical service prices, agricultural and fisheries policies, planning, urban management, and decentralization of revenue sources and expenditure tasks. The resolutions passed are important legal bases, creating proactive approaches for all levels and sectors in implementing socio-economic development tasks in 2026 and subsequent years. The Chairman of the City People's Committee seriously considered and clarified the issues raised by delegates at the session," Mr. Le Truong Luu emphasized.

Chairman of the City People's Council Le Truong Luu requested that the People's Committee and relevant agencies and units promptly institutionalize the orientations of the Resolution of the 17th City Party Congress into resolutions, projects, and policy mechanisms of the People's Council; ensuring consistency between resolutions and actions, between political goals and practical results; and at the same time improving the quality of review so that resolutions issued are in accordance with the law and relevant to reality. Maintain a high growth rate, striving towards double-digit growth, while ensuring macroeconomic stability, sustainable development, and improving the quality of life for the people.
Focus on updating and adjusting the Hue City planning and related plans according to the orientation of a heritage, green, and smart city, to be completed before December 31, 2025; accelerate land clearance, resolve obstacles for key projects, and prioritize investment in transportation infrastructure, urban infrastructure, and economic and industrial zone infrastructure.
The budget structure should be efficient, increasing the proportion of development investment spending, especially on urgent and key projects; strengthening financial discipline and order; and expanding revenue sources, especially current account revenue and e-commerce.
Promptly issue plans and organize the implementation of the resolutions that have been passed, ensuring synchronization and consistency with the management of the City People's Committee.
The City People's Council delegations and individual representatives fully reported the results of the session to the voters; strengthened supervision of law enforcement and the implementation of People's Council resolutions in a practical and effective manner; continued to promote the role of representing the people, and increased contact with and listening to the opinions and suggestions of voters.
All levels and sectors must coordinate closely and make full preparations to serve the election process, ensuring democracy, openness, transparency, and compliance with regulations; so that election day truly becomes a festival for the entire nation.
Organize well the activities celebrating the Party and the Lunar New Year, ensuring that the people celebrate Tet safely, economically, warmly, and in a civilized manner; maintain national defense and security, urban order, and social safety.
