Passing 7 Resolutions at the 15th Session (special session) of the 16th City People's Council, term 2021 - 2026

(Haiphong.gov.vn) - After half a day of urgent and scientific work, with a high sense of responsibility, the 15th Session (special session) of the 16th City People's Council, term 2021 - 2026, completed the proposed program contents and was a great success.

Permanent Vice Chairman of the City People's Committee Le Anh Quan presented the Reports at the Session.

At the meeting, on behalf of the City People's Committee, Permanent Vice Chairman of the City People's Committee Le Anh Quan presented the meeting the City People's Committee's Proposals on: Master plan for the new urban area of Thuy Nguyen, Hai Phong city until 2045; Issuance of local government bonds in 2024; Adjustment and supplementation of the list of investment projects requiring land acquisition; the expected state budget capital level for compensation and site clearance in the city in 2024; Supplementing the list of projects to change the purpose of using rice-growing land and protective forest land in the city in 2024.

Vice Chairman of the City People's Committee Le Khac Nam presented the meeting with the following Proposals of the City People's Committee on: Changing the purpose of forest use to other purposes to implement the project of renovating and embellishing the banks of the Cam River from the confluence of the Ruot Lon River to the end of Vu Yen Island; Changing the purpose of forest use to other purposes to implement the investment project of building Phi Liet cemetery park, Thuy Nguyen district; Changing the purpose of forest use to other purposes to implement component project No. 1: Sea dike 1 welding embankment system, Do Son district, Hai Phong city under the project of Consolidating, completing and handling landslides of sea dikes in some Northern provinces.

Head of the Urban Committee of the City People's Council presented the inspection report at the Session.

The meeting also heard the Committees of the City People's Council present verification reports on the contents submitted by the City People's Committee.

After reviewing the Proposals of the City People's Committee, the Inspection Reports of the City People's Council Committees, and the draft Resolution submitted by the Secretary of the session, the City People's Council voted and unanimously approved 7 Resolutions, including: (1) Master plan for the new urban area of Thuy Nguyen, Hai Phong city until 2045. (2) Approving the policy of issuing local government bonds in 2024 in Hai Phong city. (3) Supplementing and adjusting the list of investment projects requiring land recovery and the expected state budget capital level for compensation and site clearance in the city in 2024. (4) Supplementing the list of projects and works to change the purpose of using rice-growing land, protective forest land, and special-use forests in the city in 2024. (5) Policy to change the purpose of using forests to other purposes to implement the Project of Improving and embellishing the banks of the Cam River from the confluence of the Ruot Lon River to the end of Vu Yen Island. (6) Policy to change the purpose of forest use to other purposes to implement the Phi Liet cemetery park construction investment project, Thuy Nguyen district. (7) Policy to change the purpose of forest use to other purposes to implement Component Project No. 1: Sea dike groyne system I, Do Son district, Hai Phong city under the Project to consolidate, complete and handle landslides of sea dikes in some Northern provinces.

Chairman of the City People's Council Pham Van Lap delivered a closing speech at the meeting.

In order for the Resolutions to be effectively implemented, in his closing speech at the Session, Chairman of the City People's Council Pham Van Lap requested that, immediately after the Session, the City People's Committee urgently direct the development and implementation of the Plan to organize the implementation of the Resolutions just passed by the City People's Council, ensuring timeliness, efficiency, economy, and compliance with the contents of the Resolutions and regulations, in which attention should be paid to the opinions stated in the inspection reports of the City People's Council Committees and the implementation organization in the Resolutions. The Standing Committee of the City People's Council, the City People's Council Committees, the Delegation Groups and the City People's Council delegates focus on closely monitoring the implementation process to ensure serious, complete and correct implementation of the contents of the Resolutions of the City People's Council.
