Through the draft Resolution amending and supplementing a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The Government issued Resolution No. 368/NQ-CP dated November 14, 2025, on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023, of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Specifically, the Government decided to approve: The draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of special mechanisms and policies for the development of Ho Chi Minh City; The draft Submission of the Government to the Standing Committee of the National Assembly and the National Assembly on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of special mechanisms and policies for the development of Ho Chi Minh City (after being finalized and ensuring consistency with the content of the draft Resolution).

The Government assigns the Minister of Finance , acting under the authorization of the Prime Minister, to sign the Government's submission on behalf of the Government regarding the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023, of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, to be submitted to the Standing Committee of the National Assembly and the National Assembly for consideration and decision on the application of simplified procedures in drafting and promulgating documents, to be added to the agenda of the Session and considered and approved at the 10th Session; and is responsible for reporting and explaining to the Standing Committee of the National Assembly, the National Assembly, and the National Assembly's agencies as prescribed.

* After two years of implementation, Resolution No. 98/2023/QH15 has made a significant contribution to the economic recovery of Ho Chi Minh City, gradually developing stably based on the innovation of the growth model, structural transformation, linked with the application of science, technology and innovation, and contributing to the improvement of the overall legal system.

On June 12, 2025, the National Assembly issued Resolution No. 202/2025/QH15, reorganizing the entire natural area and population of Ho Chi Minh City, Ba Ria - Vung Tau province, and Binh Duong province to create a large-scale economic entity with significant potential. In this context, many experts believe that the old mechanisms are no longer sufficient to handle the demands of Vietnam's first megacity, thus requiring the timely addition of superior policies.
