Approving the draft Resolution amending and supplementing a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The Government issued Resolution No. 368/NQ-CP dated November 14, 2025 on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Specifically, the Government resolved to approve: The content of the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; The content of the draft Submission of the Government to the Standing Committee of the National Assembly and the National Assembly on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (after being completed, ensuring consistency with the content of the draft Resolution).

The Government assigned the Minister of Finance , authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, to submit to the Standing Committee of the National Assembly and the National Assembly for consideration and decision on the application of simplified procedures in the drafting and promulgation of documents, to add them to the agenda of the Session and to consider and approve them at the 10th Session; to be responsible for reporting and explaining to the Standing Committee of the National Assembly, the National Assembly, and the agencies of the National Assembly as prescribed.

* After 2 years of implementation, Resolution No. 98/2023/QH15 has made an important contribution to the economic recovery of Ho Chi Minh City, gradually developing stably on the basis of renewing the growth model, restructuring, associated with the application of science, technology and innovation, contributing to the completion of the general legal system.

On June 12, 2025, the National Assembly issued Resolution No. 202/2025/QH15, arranging the entire natural area and population size of Ho Chi Minh City, Ba Ria - Vung Tau province and Binh Duong province, creating an economic entity with large scale and potential. In that context, many experts commented that the old mechanism is no longer strong enough to "bear" the requirements of the first megacity in Vietnam, so it is necessary to promptly supplement outstanding policies.
