DNO - On the afternoon of February 10th, Pham Duc An, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, and Chairman of the People's Committee of Da Nang City, chaired a meeting to appraise the adjustment of the Da Nang City Planning for the period 2021-2030, with a vision to 2050.

The Standing Vice Chairman of the People's Committee of Ho Chi Minh City, Ho Ky Minh, along with representatives from various departments, agencies, and experts, also attended.

Chairman of the Da Nang City People's Committee, Pham Duc An, emphasized that after the merger, Da Nang city has strong development potential thanks to its strategic location, connecting East and West, opening up opportunities to attract tourists and promote trade; strong tourism development will promote tourism-related services and preserve unique cultural values.

Adjusting the Da Nang City Planning for the period 2021-2030, with a vision to 2050, is one of the important and urgent political tasks aimed at shaping and reorganizing the city's new development space according to a multi-polar, multi-axis, multi-functional model.

The planning adjustments are aligned with the new growth model, ensuring consistency and comprehensiveness; aiming for sustainable development, harmony between regions, social equity, and improved quality of life for the people; based on maximizing the potential, advantages, and synergistic strengths of the former Da Nang city and the former Quang Nam province.

The report presented at the meeting stated that the Appraisal Council fulfilled its assigned duties and authority correctly. The process of preparing the revised Da Nang City Planning for the period 2021-2030, with a vision to 2050, ensured compliance with the prescribed procedures.

After receiving and addressing feedback and finalizing the dossier, the Da Nang Project Management Board for Civil, Industrial and Technical Infrastructure Construction Projects submitted a proposal to the City Planning Adjustment Appraisal Council for consideration and appraisal.

Based on feedback from central ministries and agencies, as well as relevant city departments and agencies, the majority of opinions agree on the necessity of adjusting the city's master plan; integrating sectoral and field planning content; and considering and addressing inter-sectoral and inter-communal issues to ensure the consistency, synchronicity, and effectiveness of the plan, as proposed and recommended by relevant agencies, organizations, and the People's Committees at the commune level.

Suggestions were made to continue reviewing and refining the city's planning to ensure that adjustments are appropriate, synchronized, consistent, stable, and unified with the adjustments to the National Master Plan and the Central Coastal and Central Highlands Regional Plans.

At the same time, it is proposed to continue coordinating with central ministries and agencies that are currently developing national sectoral plans to update the content of these plans and ensure the consistency of the planning system.

Furthermore, the implementing agency continues to review and refine inter-sectoral and inter-communal integration to ensure consistency and synchronization between development perspectives and objectives, spatial organization plans, and key development orientations of the city in accordance with the law on planning.

According to the assessment of the Appraisal Council, the revised Da Nang City Planning document for the period 2021-2030, with a vision to 2050, was developed based on a review, analysis, assessment, and forecast of the city's specific factors and conditions in the new context; and an assessment of the current state of socio-economic development, land use, and urban and rural systems.

Furthermore, the plan involves reassessing the city's role and position within the region and the nation, synthesizing its strengths, weaknesses, opportunities, challenges, and key issues to be addressed in the city's planning in the new context up to 2030 with a vision to 2050; adjusting the development perspective and goals for the city up to 2030, with a vision to 2050; and identifying key tasks and breakthroughs.

Adjusting the development direction of important industries and sectors; adjusting the plan for organizing socio-economic activities; adjusting the planning scheme for urban and rural systems and functional areas; adjusting the infrastructure development plan.

Adjusting plans for environmental protection, resource exploitation, utilization, biodiversity conservation, disaster prevention and control, and climate change adaptation in the area.

In addition, adjustments will be made to the land allocation and zoning plan; the city's project list and its priority order; solutions and resources for implementing the plan; and the planning map, diagram, and database system.

The members of the Appraisal Council proceeded to vote on the revised Da Nang City Planning document for the period 2021-2030, with a vision to 2050, in accordance with regulations.

As a result, the revised Da Nang City Planning document for the period 2021-2030, with a vision to 2050, was unanimously approved, provided that some contents are revised and supplemented according to the conclusions of the Appraisal Council and the opinions expressed at the appraisal meeting.

Concluding the meeting, the Chairman of the Da Nang City People's Committee requested that relevant departments and agencies prepare reports summarizing and explaining the specific comments of the Appraisal Council to finalize the revised Da Nang City Planning dossier in accordance with the law; paying particular attention to clarifying and explaining some contents as stated in the Appraisal Meeting Minutes and the evaluation forms of the Appraisal Council members.

Finalize the draft Decision approving the adjustment of the Da Nang City Planning according to regulations; finalize the dossier for the adjustment of the Da Nang City Planning (including the report on the adjustment of the Da Nang City Planning, the system of diagrams, maps, planning database and the draft Decision approving the adjustment of the Da Nang City Planning).
