The global oil market during this price adjustment period (February 5th - February 11th, 2026) is influenced by key factors such as: tensions between the US and Iran; increased US crude oil inventories; and the ongoing military conflict between Russia and Ukraine. These factors have caused global oil prices to fluctuate in recent days, with the trend being predominantly upward.

The average price of refined petroleum products in the world between the price adjustment period of February 5, 2026 and the price adjustment period of February 12, 2026 is as follows: 74.780 USD/barrel for RON92 gasoline used to blend E5RON92 gasoline (an increase of 2.354 USD/barrel, equivalent to a 3.25% increase); 76.580 USD/barrel for RON95 gasoline (an increase of 2.334 USD/barrel, equivalent to a 3.14% increase); 87.444 USD/barrel for kerosene (an increase of 0.858 USD/barrel, equivalent to a 0.99% increase); 87.532 USD/barrel for 0.05S diesel oil (an increase of 0.218 USD/barrel, equivalent to a 0.25% increase). 425,962 USD/ton for 180CST 3.5S fuel oil (an increase of 15,518 USD/ton, equivalent to a 3.78% increase).

In this price adjustment period, given the aforementioned developments in world oil prices, fluctuations in the VND/USD exchange rate, and current regulations, the Ministry of Industry and Trade and the Ministry of Finance have decided on a fuel price management plan to ensure that domestic fuel prices are consistent with world fuel prices; to continue maintaining a reasonable price difference between E5RON92 bio-gasoline and RON95 mineral gasoline to encourage the use of biofuels in accordance with the Government's policy; and to ensure a balance of interests among market participants.

1. Fuel Price Stabilization Fund

No allocations or expenditures from the Fuel Price Stabilization Fund will be made for E5RON92 gasoline, RON95 gasoline, diesel fuel, kerosene, and fuel oil.

2. Fuel prices

After making provisions for and utilizing the Fuel Price Stabilization Fund for petroleum products as mentioned in Section 1 above, the selling prices of commonly consumed petroleum products on the market are as follows:

- E5RON92 gasoline: not exceeding 18,834 VND/liter (an increase of 395 VND/liter compared to the current base price), 464 VND/liter lower than RON95-III gasoline;

- RON95-III gasoline: not exceeding 19,298 VND/liter (an increase of 418 VND/liter compared to the current base price);

- Diesel fuel 0.05S: not exceeding 18,463 VND/liter (an increase of 10 VND/liter compared to the current base price);

- Kerosene: not exceeding 18,512 VND/liter (an increase of 122 VND/liter compared to the current base price);

- Fuel oil 180CST 3.5S: not exceeding 15,569 VND/kg (an increase of 419 VND/kg compared to the current base price).

3. Implementation time

- Allocation and use of the Fuel Price Stabilization Fund for petroleum products listed in Section 1 above: Applicable from 3:00 PM on February 12, 2026.

- Adjustment of selling prices for petroleum products: Determined by petroleum wholesalers and distributors, but no earlier than 3:00 PM on February 12, 2026.

- From 3:00 PM on February 12, 2026, the time when the Ministry of Industry and Trade announces the base price for the period specified in this Official Letter, until before the date the Ministry of Industry and Trade announces the next base price, the adjustment of selling prices for petroleum products shall be decided by petroleum trading companies and petroleum distributors in accordance with the regulations in Decree No. 83/2014/ND-CP, Decree No. 95/2021/ND-CP, Decree No. 80/2023/ND-CP, Circular No. 17/2021/TT-BCT, Circular No. 18/2025/TT-BCT, Circular No. 103/2021/TT-BTC, and Circular No. 104/2021/TT-BTC.

The Ministry of Industry and Trade will coordinate with relevant agencies to inspect and monitor the fulfillment of responsibilities by petroleum traders in ensuring the supply of petroleum products to the market and will strictly handle any violations (if any).
