A reporter from HanoiMoi Newspaper had an interview with Mr. Pham Tuan Long, Director of the Hanoi Department of Culture and Sports, about the key aspects of preparation and creating a profound political and cultural impact to celebrate this important national event.
- Comrade, how has Hanoi implemented the decorations and publicity work to welcome the Congress?
- In fulfilling its assigned tasks, Hanoi city has been implementing a comprehensive and synchronized approach to propaganda, decoration, visual promotion, and the organization of cultural and artistic activities throughout the capital, aiming to create a solemn, vibrant, and enthusiastic atmosphere among the people to welcome the 14th National Congress of the Communist Party of Vietnam.
From the outset, the city identified propaganda work serving the Congress as a key political task, implementing it strategically, ensuring it was in line with the correct direction, consistent in content and form, and appropriate to the urban space.
To date, the city has completed the propaganda work according to the Plan approved by the Standing Committee of the Party Central Committee. Under the regular and close leadership and guidance of the Standing Committee of the City Party Committee and the City People's Committee, departments, agencies, and localities have coordinated closely and promptly inspected, reviewed, and supplemented decorative and promotional items, ensuring aesthetics, solemnity, and widespread dissemination.
- How has the city organized the urban beautification efforts to welcome the 14th Party Congress, Comrade?
- The city organized and implemented visual decoration, propaganda, and promotion activities in six key areas. Specifically, these include: the area around central government agencies, the Ho Chi Minh Mausoleum, Ba Dinh Square, and adjacent roads; the city center; the main roads leading into the capital; the area around the delegates' accommodation and the roads leading from the accommodation to the National Convention Center; the roads surrounding the National Convention Center - where the Congress is taking place; and throughout the entire capital city.
The decorations are being implemented uniformly across 126 communes and wards. Agencies and units will decorate their headquarters starting from January 10, 2026; the people will display the national flag from January 15, 2026 to January 25, 2026. In addition, the system of 143 LED screens throughout the city has been broadcasting information about the 14th National Congress of the Party since December 25, 2025, contributing to the widespread dissemination of this important political event to the people.
Hanoi city is continuing to add lighting clusters, billboards, and banners along some key routes; at the same time, communes and wards are intensifying decorations in residential areas, especially in suburban areas, so that the celebratory atmosphere spreads widely.
- During the implementation process, how did the city carry out the inspection, review, and maintenance of urban beautification quality , Comrade?
- Along with the simultaneous implementation, the city is paying special attention to inspection and review, promptly supplementing decorative items, banners, and slogans to ensure urban aesthetics. The fresh flower decoration project is currently underway and will be completed no later than January 16, 2026.
Simultaneously, the city directed the synchronized implementation of artistic decorations, large-scale displays, and model displays throughout the area, creating focal points in public spaces to serve the people in celebrating the 14th National Congress of the Party, the 96th anniversary of the founding of the Communist Party of Vietnam, and the Lunar New Year of the Year of the Horse. The Hanoi Department of Culture and Sports was assigned by the city to guide the People's Committees of communes and wards in implementing these activities uniformly, contributing to improving the urban landscape and serving the people in celebrating the Spring Festival and Tet in a solemn and joyful atmosphere.
- Besides the decorations, how are the cultural and artistic activities for the people of Hanoi to celebrate the 14th National Congress being organized, Comrade?
- Along with propaganda, decoration, and visual promotion, Hanoi city will organize a series of cultural and artistic activities to serve the people at cultural centers, stadiums, parks, and residential areas throughout the city. A total of 88 performances will be held, with a priority given to strengthening activities at the grassroots level, aiming to create conditions for all citizens to enjoy a rich cultural and spiritual life.
Through these activities, Hanoi city hopes to contribute to strengthening the people's trust in the Party, creating a vibrant and enthusiastic atmosphere of emulation to celebrate the success of the 14th National Congress of the Party.
- The special art program "Under the Glorious Banner of the Party" is considered a highlight in the series of activities celebrating the Congress. Could you please provide more details about the preparations for it? this program?
- Building upon the widespread propaganda, promotion, and cultural activities, the city has identified the organization of a special art program of commensurate scale and stature as a highlight to celebrate the success of the 14th National Congress of the Party as a crucial requirement. The special art program "Under the Glorious Banner of the Party" is developed within that overall direction.
The program, expected to last approximately 120 minutes, is structured solemnly and includes political ceremonies and artistic performances in three parts: Epic Songs Under the Party Flag; With the Party, Complete Trust and Love; Under the Glorious Banner of the Party, concluding with a celebratory fireworks display. The city will also install LED screens at several public locations for citizens to watch and share in the celebratory atmosphere.
During the preparation process, the Standing Committee of the Hanoi City Party Committee and the Executive Committee of the Hanoi City Party Committee provided direct and consistent leadership and guidance; the City People's Committee assigned specific tasks to each department, sector, and locality, especially in key areas such as security, safety, traffic, fire prevention and control, health, stage technology, and live television broadcasting.
As the standing agency, the Hanoi Department of Culture and Sports will take the lead in advising, coordinating the completion of the script, organizing preliminary and final rehearsals, ensuring that the program takes place in a solemn, safe, and properly oriented manner, contributing to spreading a joyful and enthusiastic atmosphere to a wide range of people and practically celebrating the 14th National Congress of the Communist Party of Vietnam.
