According to information from Project Management Board 85 (the investor of component project 2), at 5 PM today (April 29th), the Bien Hoa - Vung Tau expressway officially opened its first phase, putting into operation more than 37km through Dong Nai and Ho Chi Minh City (component project 2 and component project 3). In the initial phase, no tolls will be collected, and the maximum speed will be 80km/h, contributing to reducing traffic congestion on National Highway 51 during the holiday period.
In order to ensure investment efficiency, business objectives, and cash flow to fulfill financial obligations, VEC has issued a decision to supplement service fees for vehicles entering and exiting the Long Thanh interchange - the connecting point between the Bien Hoa - Vung Tau route and the Ho Chi Minh City - Long Thanh - Dau Giay route managed and operated by VEC.
VEC announced that it will apply a closed toll collection system (charging based on actual distance traveled) with 100% electronic toll collection (ETC) at all lanes and toll stations.

The new fare structure (including 8% VAT) is divided into 5 vehicle categories, varying depending on the driver's route. Specifically, for the An Phu - Bien Hoa - Vung Tau route, the fee ranges from over 45,390 VND (applicable to vehicles under 12 seats, trucks under 2 tons, and buses) to over 181,570 VND (trucks 18 tons and above, and containers 40 feet and above).
The toll fee for the Ring Road 3 - Bien Hoa - Vung Tau route ranges from approximately 36,600 VND to 146,390 VND. Notably, VEC will collect tolls in two installments on this route. Specifically, the first toll (equivalent to the An Phu - Ring Road 3 route) applies when vehicles enter/exit at the Ring Road 3 interchange toll station. The second toll will be calculated when vehicles exit at the Bien Hoa - Vung Tau interchange, minus the amount collected in the first toll.
The toll fee for the 319 - Bien Hoa - Vung Tau interchange route ranges from over 10,860 VND to nearly 43,460 VND.
The route from National Highway 51 - Bien Hoa - Vung Tau has the lowest toll fees, ranging from approximately 1,630 VND to 6,510 VND depending on the vehicle's weight.
The route from Bien Hoa to Vung Tau, Phan Thiet, and Dau Giay has fares ranging from over 40,650 VND to over 162,610 VND. The route from Bien Hoa to Vung Tau and Dau Giay has the highest fares in the price list, ranging from over 66,730 VND to 266,930 VND.
All vehicles traveling on the Ho Chi Minh City - Long Thanh - Dau Giay expressway, upon passing through the Long Thanh interchange to connect with the Bien Hoa - Vung Tau expressway, must pay a service fee. This fee collection aims to ensure the project's return on investment in accordance with the Ministry of Construction 's approval decision.
Vehicles are only exempt from tolls in special cases as stipulated in Decree 130/2024/ND-CP (issued on October 10, 2024), which regulates the collection of tolls on expressways owned by the State and managed and operated by the State.
