On the morning of February 11th, at the Ministry of Industry and Trade headquarters, Deputy Minister Nguyen Hoang Long chaired a meeting with Copenhagen Infrastructure Partners (CIP - Denmark) to discuss the progress of the South Central Vietnam 1 offshore wind power project and future cooperation directions.

The CIP delegation was led by Mr. Ole Kjems Sorensen, Senior Member of the CIP Board of Directors and Managing Director of the Growth Markets Fund II (GMF II). The delegation also included Mr. Robert Helms, Member of the CIP Board of Directors and representative for signing the Joint Development Agreement (JDA), along with other members and an interpreter.

During the meeting, CIP representatives congratulated Deputy Minister Nguyen Hoang Long on the occasion of the New Year 2026, and also provided an update on the progress of cooperation between CIP and the Vietnam National Energy and Industry Corporation (PVN) in developing offshore wind power projects in the South Central region.

According to information presented at the meeting, the South Central Vietnam Offshore Wind Power Project 1.1 and 1.2 has a capacity of approximately 1,000 MW, is included in the list of offshore wind power projects in the revised Power Plan VIII, and is identified as a nationally important project and a key energy sector project according to Decision No. 2634/QD-TTg dated December 2, 2025, of the Prime Minister .

Mr. Ole Kjems Sorensen - Senior Member of the CIP Board of Directors, General Manager of Growth Markets Fund II (GMF II) - spoke at the meeting.

On August 8, 2025, PVN and CI GMF II Coöperatief UA (GMF II) - a unit managed by CIP - signed a Joint Development Agreement (JDA) for the offshore wind power project. Subsequently, on January 14, 2026, PVN received Decision No. 138/QD-BNNMT from the Ministry of Agriculture and Environment assigning the sea area.

Currently, PVN and CIP are carrying out preparatory steps for field surveys and the preparation of a pre-feasibility study report in accordance with the law and Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development in the period 2026-2030.

CIP representatives also discussed their views and long-term contribution orientations to Vietnam's energy transition process, and expressed their desire to continue receiving guidance and support from the Ministry of Industry and Trade for the group's investment activities.

Improving the mechanisms for the offshore wind power sector.

Speaking at the meeting, Deputy Minister Nguyen Hoang Long welcomed the CIP delegation to Vietnam in early 2026, and highly appreciated the support of Danish businesses for the development of Vietnam's energy sector as well as the Vietnam-Denmark cooperation relationship.

The Deputy Minister emphasized that, since November 2023, the two countries have upgraded their relationship to a Green Strategic Partnership. In this partnership, the Danish Government has supported Vietnam through the Vietnam-Denmark Energy Partnership Program (DEPP), contributing to the development of a low-carbon roadmap for the energy sector, in line with Vietnam's Nationally Determined Contribution (NDC) commitments and enhancing greenhouse gas emission reduction targets.

The Ministry of Industry and Trade acknowledges the cooperative efforts between PVN and CIP in signing and implementing the JDA, as well as PVN being assigned the sea area for project implementation. The Ministry supports the development plan for the South Central Vietnam 1 offshore wind power project and requests CIP to update and closely adhere to current Vietnamese laws, decrees, and planning to ensure the project's effective implementation, timely completion, and legal compliance.

However, the Ministry of Industry and Trade leaders also pointed out some challenges. Offshore wind power is a new field in Vietnam, and the legal framework has not yet adequately identified and guided all aspects of project preparation and development. In addition, the grid connection and power evacuation plan has not yet been specifically defined, which could affect the progress of completing technical documentation, financial plans, and overall implementation plans.

Furthermore, the infrastructure supporting offshore wind power development, such as seaports and specialized service complexes, currently does not meet the requirements. Renovating, upgrading, or constructing new infrastructure is an urgent requirement to achieve the offshore wind power development goals outlined in the Power Development Plan VIII.

At the meeting, PVN proposed that the Ministry of Industry and Trade promptly finalize and issue regulations guiding the development of offshore wind power projects; consider applying the oil and gas management model to the management of offshore wind power projects; flexibly handle issues arising during implementation; and direct relevant units to urgently determine the connection and power evacuation plan, including connection points, grid scale, allocation of investment responsibilities, and synchronized implementation progress.

The meeting is an important step in the ongoing cooperation between Vietnam and Denmark in the field of renewable energy, especially offshore wind power – a sector expected to play a pivotal role in Vietnam's energy transition and its commitment to net-zero emissions in the coming years.
